AGENDA ITEM: Staff Review of Proposed Dog Park at Tideviews Preserve

BACKGROUND: At the June 8th Commission Meeting, residents made a request that the
City consider adding a dog park facility to the Tideviews Preserve. The specific area
proposed is approximately 1.6 acres and consists of a segment of unopened Begonia
Street right of way and an FDOT /JTA stormwater pond providing treatment for runoff
from the Mayport Flyover Project. Aprincipal-benefit of adding a facility like this to the
Tideviews Preserve is the significant increase in park usage anticipated atone of our
most underutilized parks resulting from a heavily visited dog facility.
Several factors regarding this request will require further research:
Issue 1: Most of the area contained within the desired park foot print is not City owned.
The City would have to negotiate a joint use agreement with FDOT / JTA or take
possession of the pond property while allowing a permanent easement for FDOT
stormwater runoff. Because of the potential for significant levels of fecal coliform due to
use as a dog park, FDOT has stated the City will have to assume responsibility for any
future fecal coliform TMDL from this parcel regardless of the path chosen. San Pablo
Creek (ICWW) is not on the current FDEP impaired waters list, but may be added in the
future.
Issue 2: Because the pond has potential for salt /brackish water inflow from the marsh,
a determination that water quality in the pond will not cause problems for dogs will be
required. Staff has taken a water sample and submitted it to the contract lab for analysis.
Results will be provided to the applicants to coordinate with a veterinarian to see if water
quality is a concern.
Issue 3: Maintenance of the park area - a binding agreement between residents
proposing to manage the dog park and the City designating who is responsible for what
tasks will be required. Because no staff manpower reserve exists to support the park,
essentially all routine cleanliness and maintenance tasks are expected to be performed
by volunteers. Additionally, consumable supplies (e.g., doggy bags) must be provided by
this organization. Long term maintenance items such as potential resodding, required by
the Jax Beach Dog Park after two years of operation, must also be addressed.
Issue 4:. Cost to construct facilities required to operate the dog park. Staffs cost estimate
for the facilities needed is attached to this report.

BUDGET: There are no funds budgeted for the improvements required to make a dog park
operational in either the current year budget or the proposed budget for FY 2010.
Supporters have already begun a fund raising campaign for this proposed facility. The
first fund raising event will be held Friday, July 10`" at Pooches Playhouse, 1075 Atlantic
Blvd, Atlantic Beach.
RECOMMENDATION: None. For Commission review /discussion only.
