AGENDA ITEM: FDOT /Developer Proposal to Modify Atlantic Blvd Median for Entrance to
New Publix Shopping Center

BACKGROUND: FDOT has posted signs on the Atlantic Blvd Median between Seminole
Road and Pine Street announcing a proposed modification to this median.
Conversations with District 2 Staff at the Jacksonville Urban Office revealed the
proposed modification is essentially the same as was planned when Wal-mart was
proposed for this shopping center.
This proposed tum lane extension could require removal or relocation of up to four of the
eight Medjool palms located in this median.
The medians are owned by FDOT as part of the Atlantic Blvd right of way, but are
maintained by the City of Atlantic Beach under contract with FDOT.
As a result of City efforts during design for the earlier Wal-Mart project, FDOT agreed
that Wal-Mart could post a bond and then conduct a field traffic study 3 months after the
opening of the Wal-Mart retail center. If no adverse impacts are determined from the
study, then the improvements will not be required to be installed. Should the resulting
traffic study indicate the need to have the tum lanes installed, Wal-mart would then have
been required to move forward with the necessary installation.
BUDGET: No budget impact. For Commission review /discussion only.
RECOMMENDATION: Recommend the Commission authorize the Mayor to write a letter
to the FDOT District Secretary detailing City concerns with the proposed modifications.

Thank you for your letter dated September 13, 2007, regazding the proposed median modification on
Atlantic Boulevard at the Wal-Mart development in Neptune Beach. Department staff met with
representatives of both the City of Atlantic Beach and the City of Neptune Beach on Sept 18, 2007, to
further discuss the project. As such, the Department has agreed to require Wal-Mart to post the
necessary bond and to conduct a field traffic study 3 months after the opening of the Wal-Mart retail
center. If no adverse impacts are determined from the study, then the improvements will not be
required to be installed. Should the resulting traffic study indicate the need to have the turn lanes
installed, Wal-mart will be required to move forwazd with the necessary installation.
