AGENDA ITEM: Justice Assistance Grant (JAG) Application

BACKGROUND: The U.S. Department of Justice announced the distribution for the
Justice Assistance Grant funding for 2009-10, and a total of $562,293 was allocated for
Duval County. Representatives from the Jacksonville Sherii~s Office, Neptune Beach
Police Department, Jacksonville Beach Police Department and Atlantic Beach Police
Department met and discussed the possible options for this funding. As a result, the
Atlantic Beach Police Department has been allocated a total of $120,000 for fiscal year
2009-10.
The Police Department recommends the following projects for funding:
1. $75,000 To be utilized to pay the salary and benefits for one (1) Crime
Suppression Officer. This position has been paid with grant funding in the past,
including 2007-08, and 2008-09. Staff recommends that the JAG funding
continue to fund one (1) position for this important program.
2. $45,000 To be utilized for purchasing new technology equipment, and for
funding technology upgrades to replace obsolete laptop computers, video
cameras, Tasers, and a server in the Police Department.
In addition to online applications, two (2) original hardcopies of the applications with
original signatures must be submitted to the State. The State requires the Mayor's
signature on the paperwork.
BUDGET: This grant does not require matching funding. With Commission approval,
an account will be established in the 2009-10 budget.
RECOMMENDATIONS: To authorize staff to submit the applications and related
paperwork for this funding, and to authorize the Mayor to sign the applications and
related paperwork for these grants.
