The Police Department, along with all City Departments, has continued to prioritize its
efforts towards the Mayport Corridor Improvement Plan. The department has attended all
the community meetings to receive feedback from the citizens and to demonstrate our
commitment to this initiative. There was a 33% decrease in violent crime and a 30%
reduction in all part I crimes in the corridor for the first half of 2009 as compared to the
same time in 2008.
Royal Palms has been added as a phase II of the Mayport Corridor project. We held four
Town Hall meetings with the districts that make up Royal Palms. We have diverted
approximately 20-25% of our COPs officers' time to work in Royal Palms. There has
been one additional Neighborhood Watch Program started.
We have also increased Animal Control patrols in Royal palms due to the residents'
concern about dogs running loose. We have addressed the concerns that were brought to
our attention and will continue to do so. The Royal Palms Revitalization is another city
wide effort involving a number of different departments.
The Atlantic Beach Police Department continues to have an exceptional emergency
response time. The average for the first 6 months of 2009 is 2 minutes 32 seconds.
Crime
Part I Crimes are on a downward trend from the first quarter of 2009. However, it is up
slightly (3.98%) when compared to the same time period from 2008, but significantly
down from 2007. The biggest decreases this year have been in Robberies 56%, Burglaries
37% and Auto Thefts 36%. Auto accidents are down over 23% as well.
There was a large increase, percentage wise, in prostitution arrests. The raw numbers
went from 3 in the first half of 2008 to 13 this year. The biggest reason for that is because
several prostitutes that we had arrested last year were all released from jail about the
same time. They immediately returned to their illegal activities. We aggressively pursued
them and arrested several during the 2°d quarter. A few still remain, but are maintaining a
low profile for the time being.
Productivity

Traffic citations are on the rise, but still down from 2008. This is primarily due to the fact
that we started the yeaz 4-5 officers short. We °filled those vacancies, but during the time
the new officers were being trained, some of our top officers had greatly reduced
productivity as they were serving as Field Trainin~ Officers (FTO). As expected, those
numbers returned to a more normal level in the 2° quarter.
Calls for service are right in stride with the numbers from last year. Arrests aze down this
year for much of the same reasons as citations. The difference appeazs even more
exaggerated because last year was a record high for arrests in at least the last 15 yeazs.
The Crime Suppression Unit (CSU) continues to be very productive and have been
conducting some complex and more protracted investigations. Just recently they seized a
kilo of marijuana which resulted in 2 felony arrests. That seizure was the lazgest by the
department in several years. They have had the State Attorney's Office successfully
prosecute several cases, which resulted in lengthy prison sentences. Getting these career
criminals and repeat offenders off the streets for such long sentences should have a
positive effect on crime in the future.
Animal Control had a 11 % decrease in the number of calls compared to last yeaz and
even more when compared to 2007, which is a potential indicator of fewer complaints.
Their citations are down this year compared to 2008, but are right in line with both 2006
and 2007. Their schedule has been adjusted so we now have 10 hours of coverage every
day of the week and the officers only work on the same day once per week.
Personnel
Currently the Police Department has 2 vacancies for police officer and applicants aze
being processed for those positions. The Communications Division has one vacancy due
to a recent retirement. For a period of months the Department was fully staffed, which
was the first that had occurred in many yeazs. The Department made 2 Lieutenant
promotions, 1 Sergeant promotion and hired 2 new Sergeants within the 1St quarter. There
will be three more supervisory vacancies filled next quarter due to retirements. This
represents a 100% change in the leadership of the Department within 1 yeaz.
Training
The Department is deeply committed to providing quality training to all its employees. In
the first 6 months of 2009, employees have attended or aze scheduled to attend training in
the following topics.
• Leadership/Supervision -Several classes
• Internal Affairs Investigations
• Field Training Officer
• Emergency preparedness -Incident command
• DUI Instructor training

• Drug Operations and Tactics
Advanced training keeps employees current and on the cutting edge of Public Safety
techniques, trends and strategies. The Department believes a better trained employee
results in the delivery of a higher quality of service. The above list does not include
classes taken by the employees who are enrolled in various college degree programs.
