CODE ENFORCEMENT BOARD MINUTES
7:00 P.M., July 14, 2009

Chairman Carl Russell called the meeting to order at 7:00 p.m., followed by the Pledge of
Allegiance to the Flag by all present.
Secretary Susan Gorman read the roll and determined that there was a quorum.
1. Approval of Minutes: Following a brief review, the Board voted unanimously to approve
the minutes of the Code Enforcement Board meeting of May 12, 2009 and the Training
Workshop of June 23, 2009.
2. Visitors included students attending the Nursing program at Jacksonville University.
Chairman Russell asked all Respondents and witnesses to step forward to be sworn in.
3. OLD BUSINESS:
a. Case # 372-08: Code Enforcement Officer Alex Sherrer presented photos of current
condition of the property. The Board voted unanimously to find Brian Christy in
compliance.
b. Case # 414-08: Mr. Randolf O. Wilson, 37 West 8`" Street; Code Enforcement Officer
presented evidence to the efforts by Mr. Wilson to cover his chain link fence, but
recommended the Board find the Respondent guilty or allow more time for the plants to
provide satisfactory coverage. Mr. Wilson addressed the Board and stated the fence was in
place for security reasons. Discussion ensued. Veda Bernstein motioned to have Mr.

Wilson remove the fence or show substantial coverage by the next regular Code Enforcement
meeting scheduled for September 8, 2009. Ray Martin seconded. Chairman Russell requested
a roll call vote.
Votes:
Aye: Martin, Ouellette, Russell, Bernstein
Ney: Weis, Hagist, Pendleton
Motion carried.
c. Case #427-08: The Respondent addressed the Board. Code Enforcement Officer Alex
Sherrer gave testimony to the case. Ms. Koenig took questions from the Board and
explained her absence from her property at 981 Sailfish Drive. Discussion ensued and the
Board agreed to grant Ms. Koenig`s request for additional time to come in compliance.
Ray Martin motioned to allow additional time or until August 11, 2009 for the Respondent
to come in compliance. Juliette Hagist seconded. Chairman Russell asked for a roll call
vote. The motion passed unanimously.
d. Case #148-09: Officer Sherrer advised the Board of efforts by Respondent Mr. Bruce
Smith, to come in compliance and of the assessed Administrative fees.
e. Case # 11-09: Officer Sherrer advised the Board of efforts by Respondent 3952 Mayport
Rd. LLC to come in compliance and of the assessed Administrative fees.
4. NEW BUSINESS:
a. Case #151-09: The Respondent, Domino's Pizza did not appear before the Board but the
Code Enforcement Officer advised the Board of the Respondent's plans to meet
compliance. The Board voted unanimously to allow the Respondent (10) ten days
to come in compliance.
b. Case #601-08: Mr. Nicholas Papagiannakis has met compliance.
c. Case #429-08: The Code Enforcement Office gave his presentation and the Board heard a
motion to allow the Respondent Mr. Fred Cazares twenty-one (21) days to come in
compliance or pay $50.00 per day in fines plus Administrative fees. Chairman Russell
called for a vote and the motion passed unanimously.

5. Miscellaneous Business: Code Enforcement Officer Alex sherrer asked the Board to
consider holding a special meeting. He proposed Tuesday, August 11, 2009 and asked Board
Members to decide if they would make a quorum for the August meeting. The Code
Enforcement Board agreed to meet on August 11, 2009.
6. Adjournment: There being no further discussion, the meeting adjourned at 7:20 p.m.
