Item 3AAGENDA TTEM # 3A SEPTEMBER 14, 2009 September 4, 2009 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hanso C'it~1V anager "' SUBJECT: Follow-up eport Development Permitting for the Selva Residential PUD; At the August 24~' meeting, staff was asked to contact the City of Jacksonville to make an azrangement whereby the COAB would perform the permitting functions for the entire Selva Marina Country Club Redevelopment Project. The project is approved for 1141ots, with 20 to 22 of those being in the City of Jacksonville and five that are divided between the COAB and the COJ. The golf course is entirely within the COJ, and the balance of the residential lots and the clubhouse pazcel aze within the COAB. We sought such an agreement at the time the PUD was approved, but this was not included in the Interlocal Agreement that was executed at that time. Staff has again contacted the appropriate COJ Division Directors (Permitting and Building Inspection Services aze functions of the COJ's Planning and Development Department) and they have no objections to the COAB assuming the permitting functions for the entire project. Obviously, some of the 20 to 30 lots and the design of a golf course are of relative insignificance to the COJ, and state agencies will permit the project as a single development in either case. This is a common practice where development projects straddle city and county boundaries, and state law provides for this shared local permitting function since the same building codes apply statewide. Please note that this arrangement applies only with respect to the local permitting process and state building codes. All state agency and permit procedures remain the same. Because of our small size, review and permitting process procedures aze greatly expedited, and the COAB has the ability to closely monitor the development as it proceeds, so this should be an advantage for the Country Club, the Developer and COAB. Staff will document mutual concurrence of this arrangement with a letter to the City of Jacksonville.
