Item 7EAGENDA ITEM # 7E SEPTEMBER 14, 2009 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: First reading of Ordinance 5-09-51 reducing annual salary of Mayor and City Commissioners by ten percent (10%) effective October 1, 2009 SUBMITTED BY: Gorge Foster, Human Resource Manager ~~ DATE: September 8, 2009 BACKGROUND: During the FY09/10 budget workshops, the City Commission discussed a ten percent (10%) reduction to their current pay. This staffreport and attached Ordinance has been prepared to accomplish this action. In February 2006, the Commission passed Ordinance No. 5-06-45 requiring that, effective August 1, 2006 of each year, the basic salary of the mayor-commissioner and city commissioners be reviewed and adjusted by the Consumer Price Index for All Urban Consumers (CPI-U) released in August. Adjustments to pay, if any, could not exceed the CPI-U or cost of living adjustment provided to general employees, whichever was less, and would be effective on October 1 of each year. CITY MANAGER: AGENDA ITEM # 7E SEPTEMBER 14, 2009 ORDINANCE NO. 5-09-51 AN ORDINANCE OF THE CITY OF ATLANTIC BEACH, FLORIDA, AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE II, CITY COMMISSION, SEC. 2-20, SALARY OF MEMBERS, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Atlantic Beach provides elected officials with an annual salary to assist with the general expenses of their office; and WHEREAS, in February 2006, the City Commission changed the City Code to provide that, effective August 1 of each year, the basic salary of the mayor-commissioner and city commissioners shall be reviewed and adjusted by the Consumer Price Index for All Urban Consumers (CPI-U) released in August. Adjustments, if any, shall not exceed the cost of living adjustment provided to general employees and shall be effective on October 1 of each year; and WHEREAS, the City Commission desires to make cone-time adjustment to their salaries; NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that; Section 1. Section 2-20 of the Code of Ordinances of the City of Atlantic Beach, is hereby amended to read as follows: Sec. 2-20. Salary of members. (a) The annual salary of the mayor and commissioners shall be made in twelve (12) equal monthly payments. (b) Effective August 1 each year the basic salary of the mayor-commissioner and city commissioners shall be reviewed and adjusted by the Consumer Price Index for All Urban Consumers (CPI-U) released in August.
