AGENDA ITEM: Fee Proposals for Building Permit Reviews

BACKGROUND:
As discussed during the budget workshops, staff reviewed the existing fees relative to
processing and reviewing construction projects. It was determined that there are engineering
and utility review services being performed by the Public Works and Public Utilities
Departments for which there is no remuneration. After checking with other jurisdictions, it
was determined that other cities routinely charge for these services.
I. Pre-Application Process:
When an applicant requests apre-application review of a residential or commercial
development, the City does not currently charge a fee for the reviews. The Public Works
Department and Utilities Department often spend many hours working on the proposed
projects, with no compensation to the City for their time and expertise. Many of the
applicants expect to pay for these services, but Atlantic Beach does not have any fee schedule
to charge the applicants.
Recommendations:
1. Establish a base fee of $150.00 for apre-application engineering review by the Public
Works Department. If the engineering review requires more than 3 hours, then the additional
time will be billed at $50 per hour. Additional costs for outside engineering reviews and
modeling will be paid by the applicant.
2. Establish a base fee of $150.00 for apre-application utilities review by the Public Utilities
Department. If the utilities review requires more than 3 hours, then the additional time will
be billed at $50 per hour. Additional costs for outside reviews and modeling will be paid by
the applicant.
II. Application Reviews
Currently, when the Public Works Department and Public Utilities Department conduct
reviews for residential permits, commercial permits, building modifications, and right-of--way
applications, these departments do not receive any compensation or fees for these services.
After reviewing the average time and expenses incurred while performing these services, a
recommended fee schedule has been proposed below.

Recommendations:
Public Works/Engineering Reviews:
1. Establish a fee of $100.00 for a Residential Permit Review by the Public Works
Department.
2. Establish a fee of $150 for a Commercial Permit Review by the Public Works
Department.
3. Establish a fee of $25.00 for building modification or right-of--way reviews by Public
Works. An additional $25.00 fee will be charged for review of Revocable Encroachment
Permits for installing non-standard driveway materials (e.g., pavers) in the right-of--way.
Public Utilities Reviews:
l . Establish a fee of $50.00 for a new residential building review by the Public Utilities
Department.
2. Establish a fee of $75.00 for a new Commercial Building review by the Public Utilities
Department.
3. Establish a fee of $25.00 for a building modification or right-of--way reviews by Public
Utilities.
BUDGET:
The recommendations for the Public Works Department will generate approximately $20,000
per year.
The recommendations for the Public Utilities Department will generate approximately $8,500
per year.
RECOMMENDATIONS: To review, provide guidance, and adopt the recommendations
above into ordinances.
