Adjourn MINUTES OF THE REGULAR MEETING OF ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JULY 10, 1972, AT 8:00 P.M. PRESENT: William S. Howell, Mayor, Mayor-Comfissioner R. R. Rosborough, II L. W. Minton, Jr. AND R. C. Vogel, City Manager Oliver C. Ball, City Attorney Adele S. Grage, City Clerk ABSENT: F. W. Fogg, Out of City D. W. Speed, Out of City The meeting was called to order by Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Minton, followed by the pledge to the flag. The minutes of the regular meeting of June 26, 1972, were approved as written upon motion of Commissioner Rosborough, seconded by Commissioner Minton and carried. Mayor Howell recognized visitors and asked for any item to be considered not appearing on the agenda to state their name and address for the minutes. Mrs. Ann B. Felder, 555 Beach Avenue, Atlantic Beach, Florida asked the Commission if there was anyway she could be informed as to who her neighbors are. She stated there are narcotics in the area and nothing is being done about it. Chief Stucki in- formed the Commission that during his four years here in Atlantic Beach, the police department have used undercover agents in the area and found no evidence of narcotics. Mayor Howell instructed Chief Stucki to contact the Federal Bureau of Investigation July 11, 1972 and in turn get in touch with Mrs. Felder. Mrs. Della Koeing came before the Commission with a request to pave Seaspray Avenue before school opens because of the number of children in the area walking to and from school. Mrs. Koeing also requested the speed limit be strictly enforced along Sailfish Drive and Royal Palms Drive. The Commission will look into the possibility of closing Seaspray Avenue to vehicles and making a walkway for children going to and from school. MINUTES July 10, 1972 Page Two Mr. Morehead, 1556 Selva Marina Drive, requested information concerning the junk yard at the end of West Sixth Street. Maycr Howell stated the junk yard was not in the City limits of Atlantic Beach at this time. The next item on the agenda was the property located at 610 Sherry Drive. Mr. Vogel stated the owner, Betty Renshaw, is hospitalized. She is getting quotes on tearing the building down° It was moved by Commissioner Rosborough, seconded by Commissioner Minton that no action be taken on this property until the next Commission Meeting, July 24, 1972. At this time the Mayor declared the meeting open for Public Hearing cn "PUD ZONING" Royal Palms Subdivision Twenty-Five (25) Acres including the West part of Blocks 19 and 23, all of Blocks 20, 21, and 22. Mr. Rex Frye presented the proposed plans and answered questions. Among the residents speaking to the question of "PUD ZONING" of the Royal Palms Subdivision acreage were, against: John P. Hagerty, Steven Fouraker, Adelaide Kirkpatrick, Joan Carver, Wayne Dew, Ralph Ma Kingsley, Gabe Lazar, Don Phillips, and Mrs. Claiborne. For: Mary Pace, Fred Mills and Peter Pace. Mr. Robert Wardrep, Chairman of the Advisory Planning Board, stated the Board' s recommendation and invited citizens to attend their meetings. Following lengthy discussion Mayor Hewell declared the Public Hearing closed. It was moved by Commissioner Rosborough, seconded by Commissioner Minton to accept the recommendation cf the Advisory Planning Board subject to approval of the final plans by the Commission before the building permit is issued. There was discussion during which Mayor Howell stated several points he would like clarified, such as central garbage collection, traffic flow, etc. Mayor Howell then called for the question. The vote was: Aye - Rosborough, Howell Nay - None Abstain - Minton Absent - Fogg, Speed Mayor Howell declared the motion carried. Building Plans were submitted to the Commission for an addition (drive-in window and carport) to Silver' s Bar on Atlantic Boulevard. MINUTES JULY 10, 1972 Page Three After discussion and review of the plan it was moved by Com- missioner Rosborough, seconded by Commissioner Minton this addition be approved. The motion was carried. Mr. Vogel, City Manager, read excerpts from a letter received from Mr. Walter Parks, Jr. , Consulting Engineer, in regards tc the first addition to the Sewer Treatment Plante The contractors, Savage and Brandt have requested a sixty (60) day extension due to the numerous inclement days and lack of securing materials they have been unable to complete coating of all tanks. Mr. Parks recommends we give them thirty (30) days extension. It was moved by Commissioner Rosborough, seconded by Commissioner Minton and carried to accept Mr. Park' s recommendation to allow Savage and Brandt a thirty (30) day extension.
