MINUTES OF THE REGULAR MEETING OF ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, JULY 24, 1972, AT 8: 00 P.M.

ABSENT: None
The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
Memorial and Resolution No. 72-38, expressing our profound and
sincere appreciation for the life and services of Harcourt Bull,
411 Jr. , who died July 22, 1972, was read in full by Oliver C. Ball,
City Attorney. Commissioner Minton moved that we adept said
Memorial and Resolution, seconded by Commissioner Fogg and carried.
Copy of Memorial and Resolution 72-38 is attached hereto and made
a part hereof.
The minutes of the regular meeting of July 10, 1972, were approved
as written upon motion of Commissioner Mintcn, seconded by Com-
missioner Rcsborough and carried.
The minutes of the special meeting of July 17, 1972, were approved
as written upon motion cf Commissioner Minton, seccnded by Com-
missioner Fogg and carried.
Mr. Vogel, City Manager, read a portion of a letter from Mrs.
Batty Renshaw, owner of the property located at 610 Sherry Drive,
wherein she has elected to salvage her building. There was dis-
cussion following which it was moved by Commissioner Fogg,
seconded by Commissioner Minton and carried that the owner be
notified that unless a contract is let for the salvage work prior
to the next Commission meeting, August 14, 1972, the City will
start proceedings on condemnation.

Resolution Nc. 72-39, covering Urban Service Districts to provide
for centralized and unified construction trades regulations, was
read in full by Mayor Howell. Following discussion Commissioner
Mintcn moved that we adopt said Resolution, seconded by Ccm:-'
missioner Speed and carried. Copy of Resolution No. 72-39 is
attached hereto and made a part hereof.
Mr. Vogel was instructed by the City Commission nct to issue a
building permit for construction in Blocks 16 and 26 Royal Palms
Subdivision until paving and fencing cf Lcts 1 and 2, Block 16
Royal Palms Subdivision has been completed as specified by the
City Commission meeting of January 24, 1972.
Pic N' Save Drug Company, Inc. , Atlantic Beach requested an
adjustment en garbage rates stating they have installed a compac-
tcr for trash. Commissioner Speed moved that a letter be written
to Pic N' Save advising them that a rate change would be taken
under consideration after a better program of cleaning up the
parking lot and exterior areas surrounding the stcre is imple-
mented. The motion was seconded by Commissioner Rcsberough and
carried.
The City Manager proposed that all zoning covering Residence C,
Business A and B, and Industrial be placed under "PUD ZONING" .
After discussion Mayor Howell, asked the City Attorney if this
was proper. The City Attorney, Mr. Ball, replied that it was a
policy matter and could be done in that vein. After further
discussion it was decided to hold the matter until further study
could be made.
Commissicner Mintcn asked tc be aucted as follows: "After
studying and thinking about the Fox Garden Complex, and talking
with the Planning Board, I cannct change my abstention vote, but
if it ware to come befcre the City Commission tomorrow night, in
the interest cf the citizens of Atlantic Beach, I would have tc
vote yes" .
Resolution No. 72-40, allowing the eight cents (84) gas tax due
the City cf Atlantic Beach tc be used for Mass Transportation
Study. Commissioner Minton moved that we adopt said Resolution,
seccnded by Commissioner Fcgg and carried. Ccpy of Resolution
Nc . 72-40 is attached heretc and made a part hereof.

MEMORIAL AND RESOLUTION' 7,2-3
Harcourt Bull, Jr. , who served on the Atlantic Beach Town and City
411 Council from 1940 through 1942, and again from 1946 through 1948,
and was on the original Charter Committee that drafted and incor-
porated the City of Atlantic Beach, died on Saturday, July 22, 1972.
Mr. Harccurt Bull, Jr. , spent virtually his entire life as resident
of the City of Atlantic Beach, Florida, and always gave mcst gener-
ously of his time and energy to the benefit of the citizens of the
Atlantic Beach of Florida, and the Mayor-Commissioner, Commis-
sioners, and Officials of the City cf Atlantic Beach, Florida
acknowledge that they have lost one of their most valued and re-
spected citizens.
Mr. Harcourt Bull, Jr. , a practicing attorney, and graduate cf the
University of Florida College of Law, enjoyed active membership in
the Florida Bar, the Jacksonville and American Bar Association,
and the American Judicature Society, and was the founding charter
member of the Selva Marina Country Club, and a Communicant of the
Episcopal Church, and is a veteran of World War II, obtained a
rank of Colonel of the United States Air Force.
Mr. Harcourt Bull, Jr. , is survived by his widow, Mrs. Brenda Bull
of Atlantic Beach, Florida, two sons, Harcourt Bull, III of Aiken,
4411 S. C. , and William A. Bull of Jacksonville; a brother, George Bull
of Atlantic Beach, two step-daughters and four grandchildren.
Mr. Harcourt Bull, Jr. was the son of Harcourt Bull, Sr. , who
served as the Towns first Mayor of Atlantic Beach, 1924.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF ATLANTIC BEACH, AS FOLLOWS:
1. The Mayor-Commissioner, the Commissioners, and Officers of the
City of Atlantic Beach, Florida, do hereby express our pro-
found and sincere appreciation for the life and services of
Harcourt Bull, Jr. , and we hereby express to his family cur
most sincere sympathy.
2. That a true copy of this Resolution be made a part cf the
permanent records cf the City of Atlantic Beach, Florida, and
that the original duly inscribed by the Mayor-Commissioner
and Officers of the City of •tlant 'c ;eve - , Fl rida, be for-
warded tc his widow.

RESOLUTION NO. 72-39
A RESOLUTION TO PROVIDE FOURTH AND FIFTH
URBAN SERVICES DISTRICTS TO PROVIDE FOR
CENTRALIZED AND UNIFIED CONSTRUCTION TRADES
REGULATIONS; PROVIDING FOR RECOGNITION OF
EXISTING CERTIFICATES ISSUED BY ANY GOVERN-
MENTAL AGENCY IN DUVAL COUNTY.
L IT RESOLVED by the City Commission of the City of Atlantic
Beach in all of Duval County that construction trades regula-
tions be centralized and uniform throughout the County. Inas-
much as there presently exist regulations in the construction
trades field in the First, Second, Fourth and Fifth Urban Service
Districts, as well as regulations embraced in Ordinances of the
City of Atlantic Beach, the City of Atlantic Beach recommends
and request that the First, Second, Fourth and Fifth Urban
Service Districts take appropriate steps to eliminate the dupli-
cating and overlapping regulations in furtherance of the goals
described herein. It is further intent of the City to provide
for recognition of existing certificates of compeency issued
by the First, Second, Fourth and Fifth Urban Service Districts
and for recognition of persons lawfully performing work regu-
lated by the Fifth Urban Service District without a certificate
of competency, all to be effective upon the implementation of
a uniform Ordinance providing for a centralized examinating
Board having representation from all the Urban Service Districts
in Duval County.
