Item 9AAGENDA ITEM # 9A OCTOBER 12, 2009 October 2, 2009 MEMORANDUM TO: The Honorable Mayor and Members of the Commission FROM: Jim Hanson Ci~ SUBJECT: City Manage s Report Agenda for Commission Meeting on November 9th; The Atlantic Beach Charter calls for the swearing in of the new Commission at 7:15 pm on the second Monday in November (November 9th this year). Since the Charter was last amended, the Commissioners changed by ordinance the time of the regular meetings to begin at 6:00 pm. To comply with both the Charter and ordinance, the agenda for the meeting on November 9th will call for the regular meeting to begin at 6:00 pm with the "old" commission handling the regular business to be followed by the swearing in and seating of the "new" commission at 7:15 pm. It has been the city's practice in recent years to have both a group photo of the new commission and individual photos of the commissioners made at the time of the swearing in ceremony. Commission photos have been scheduled for Monday, November 9th at 4:45 pm. Elected officials are requested to wear a dark suit and tie (for men). Public Notice for Work Involved in the Royal Palms Drainage Rehabilitation Proiect; A question was raised about how the city will be able to notify the public on which streets were going to be worked on next the Royal Palms neighborhood. The attached public notice and schedule have both been posted to the city's website. The schedule will be updated as changes occur in the project. Additionally, people living on streets that will be affected in the next week or so will be notified either personally or by notices being put at their homes. The city will have a full time inspector on site to handle any citizen concerns or complaints. AGENDA ITEM # 9A OCTOBER 12, 2009 The ROYAL PALMS DRAINAGE REHABILITATION PROJECT began construction on September 1, 2009 and will finish in August, 2010. Work planned: New or rehabilitated storm sewer lines will be installed throughout the Royal Palms Subdivision and water and sanitary sewer services may be replaced if they are in the way of the piping. Most streets impacted by construction will be repaved at the end of the project. Residents will be notified in advance if work will affect their residence. One way traffic will be maintained on all streets during construction, except for minor closures to reposition equipment. History: This subdivision was constructed in two phases in the early 1960's. Many of the storm sewer pipes are nearing the end of their useful life. The potable water system was upgraded in 90's and the sanitary sewer system was recently rehabilitated using CIPP lining. The City spent over $90,000 last year for storm sewer point repairs in this area and over $275,000 in the last ten years. Many stormwater, potable water and sanitary sewer pipes were located in utility easements between and behind houses rather than in the city right of way as is standard practice today. This project will replace or rehabilitate the storm sewer piping systems, while moving storm sewer systems from easements into the city right of way where fiscally feasible. The Project wilt prevent further street cave-ins while restoring the drainage system to its original design capacity. Once these improvements are done, the life of the storm sewer system will be extended for many years.
