City Manager 15. Commissioners 16. Mayor 17 . Adjourn 010 lir MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, AUGUST 14, 1972, AT 8: 00 P .M. PRESENT: William S. Howell, Mayor-Commissioner R. R. Rosborough, II L. W. Minton, Jr. F. W. Fogg D. W. Speed, Commissioners AND R. C. Vogel, City Manager Oliver C. Ball, City Attorney Adele S. Grage, City Clerk ABSENT: NONE The meeting was called to order by Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Minton, followed by the pledge to the flag. The minutes of the regular meeting of July 24, 1972, were approved as written upon motion of Commissioner Rosborough, seconded by Commissioner Minton. The minutes of the special meeting of July 27, 1972, were approved as written upon motion of Commissioner Minton, seconded by Com- missioner Rosborough. Mayor Howell recognized the visitors and asked for any items to be considered not on the agenda to state their name and address for the minutes. Mr. George Bull presented a colored plot plan of the codominiums to be built North of Selva Marina Subdivision. He stated he planned to meet with the Advisory Planning Board, August 15, 1972, to re- view the plans and give him the benefit of their thinking. Mr. Arthur G. Pohl, 100 Saratoga Circle South, Atlantic Beach, re- quested that the vacant lots to the east of his property and the west of his property be cut. Mayor Howell advised him that the property was on the lot cleaning list and would be taken care of as soon as possible. Mr. Pohl complained of bricks, tiles and building materials being left by the builders at the new homes on Saratoga Circle. Mayor Howell instructed the Director of Public Works to look into the matter, clean it if necessary and bill the contractor. MINUTES AUGUST 14, 1972 PAGE TWO Mayor Howell read excerpts of a letter from Mr. Alex T. Macnab, 63 Beach Avenue, Atlantic Beach, asking the City' s permission to use one room of his home to sell bric-abrac to the public. Mayor Howell stated this would require a zoning change and it was the consensus of the Commission that Mr. Macnab' s request be denied. Mr. Vogel presented a contract from the B & W Wrecking Company to tear down the house located at 610 Sherry Drive, Atlantic Beach. Mayor Howell instructed the City Manager to get in touch with B & W Wrecking Company, August 15, 1972, and advise them the City wants the work done promptly. Mr. Raymond Dagley advised he has been hired to move the junk cars from 615 Atlantic Boulevard. Mayor Howell instructed the City Manager to report at the next Commission meeting whether these junk cars located at the Beaches Cab Company have been removed from the City of Atlantic Beach. No action will be taken on re- moval of the junk cars until the next meeting of the Commission. Dr. Freeburn, Captain, U. S. Navy, 1300 Kings Road, Neptune Beach, Florida spoke before the City Commission on behalf of the Pop Warner League. Dr. Freeburn gave a brief background of the league and stated that approximately $6,800.00 would be needed to pro- perly develop the playing field between this year and next year. He asked the City of Atlantic Beach to contribute $2,000.00 for this project. After a lengthly discussion Mayor Howell stated that for fiscal responsibility it would behoove the Commission to take no action on the request from the Pop Warner League until the City of Atlantic Beach finds out where we stand in regard to Re- venue Sharing from the City of Jacksonville and/or the State of Florida and we should not make any unnecessary expenditures. It was moved by Commissioner Fogg, seconded by Commissioner Rosborough and carried that the City Commission allocate $1,250.00 for the Pop Warner League transferring same from Accounts No. 216, 212 and 220 subject to future approval of the City Commission. MINUTES AUGUST 14, 1972 PAGE THREE Mayor Howell presented a drawing from Mr. Jack Dorman of Pic N' Save showing their proposal for the paving of Lots 1 and 2 Block 16 Royal Palms Subdivision and showing their fence lines. It was moved by Commissioner Minton, seconded by Commissioner Rosborough and carried that the proposal presented by Pic N' Save be approved. Mr. Oliver Ball, City Attorney, stated we did not need to make any further legislation for the City of Atlantic Beach on Occupational Lisenses. Mayor Howell informed the City Commission there would be a meeting in the Caucus Room of the Municipal Building, Jacksonville Beach, August 16, 1972, at 7: 00 P.M. and suggested that the Commissioners attend.
