BACKGROUND: The City uses an annual contractor to perform utility repairs and
construction in the water, sewer and stormwater systems, and occasionally to perform site work
for other departments. The contract was advertised and 13 bidders attended the mandatory pre-
bid meeting. Five contractors submitted bids based on a one-hour project with all resources.
Callaway Contracting had a mathematical error in their bid. Three of the bidders (Grimes
Contracting, TB Landmark and T.G. Utility) did not submit all required documentation.

Gruhn May, Inc. is the responsible low bidder meeting all requirements. This contractor has
been doing utility repairs for the City for many yeazs and the City has been very pleased with
their performance.
BUDGET: Funds aze budgeted in the amount of $140,000 in the following accounts from the
Water, Sewer and Stormwater Funds: 400-SS02-S33-3400, 400-SSO4-S33-3400, 410-SS06-S3S-
3400, 410-SS08-S3S-3400 and 470-0000-538-3400.
RECOMMENDATION: Award the bid for Utility Contractor Annual Service Contract to
Gruhn May, Inc. at the prices specified in Bid No. 0910-01.
