Collins Engineering Associates LLC SUBMITTED BY: Jim Hanson, City Mana e DATE: October 19, 2009 BACKGROUND: Early in 2008, the City Commission approved a contract to study the various options available to Atlantic Beach to meet the upcoming TMDL (nitrogen) standards for wastewater effluent being discharged into the Intracoastal waterway. The HDR proposal for that work included a partnership with J. Collins Engineering Associates, a local firm that had worked on several Atlantic Beach projects in the past. A major portion of the staff's recommendation to utilize HDR was the considerable experience of the HDR principle on the job, Gordon Grimes, and the experience of John Collins of John Collins Engineering Associates. A report recommending the elimination of the Buccaneer Wastewater Plant and piping the effluent to the city's main plant, coupled with the upgrade of the main plant equipment to be able to meet the new TMDL standards, was presented to the City Commission in December of 2008. After review, the Commission approved the recommendation. Shortly thereafter, design contracts were signed with HDR Engineering for both the Buccaneer phase out and main wastewater plant upgrade projects. While HDR is a large, multi-state engineering firm, the only work currently being done out of the Jacksonville office is the Atlantic Beach project. Management officials in HDR felt that this was not enough to keep their operation in Jacksonville financially profitable and concluded that they would lay off Gordon Grimes. The contract with Atlantic Beach gives the City the authority to approve any substitution of top engineers in the project or, if no approval is given, to cancel the contract. City staff expressed a strong desire to HDR management to keep the two principles involved in the project. After several telephone conferences between HDR, John Collins Engineering and City staff, it was concluded that the best way to proceed on the contract is to have HDR assign the remaining portion of the work to J. Collins Engineering. J. Collins Engineering will hire Gordon Grimes to work with them for the remainder of this project. There will be no additional cost to the City because of this assignment. Further, John Collins has agreed that the time schedule for the completion of the planning for the Buccaneer phase out work can be accelerated by several months. He had previously reported to the commission that the economic AGENDA ITEM # 8B OCTOBER 26, 2009 down turn was causing for greatly reduced prices from pipeline contractors and that Atlantic Beach may save up to 24% of prof ect costs if it could be bid out before the economy picks up. The timely completion of these plans may result in considerable savings to the City. So as to keep these projects moving ahead quickly by keeping the same principle engineers involved in the project, staff recommends that the assignment agreement be approved. BUDGET: Funds have already been budgeted for the design of the main wastewater plant upgrades as well as the abandonment of the Buccaneer Wastewater Plant. This assignment will not increase the City's cost for that work. RECOMMENDATION: Authorize the City Manager to sign the assignment agreement between HDR Engineering and J. COLLINS ENGINEERING ASSOCIATES, LLC '~%< '~t STAFF QUALIFICATIONS & TEAM ASSIGNMENTS FOR ATLANTIC BEACH TMDL COMPLIANCE PROGRAM -PLANNING, PERMITTING, DESIGN & BIDD/NG City of Atlantic Beach -TMDL Compliance Program The City of Atlantic Beach (COAB) TMDL Program has conducted a TMDL Compliance Study which was completed in 2008 (HDR/JCEA). The TMDL Compliance Study developed recommendations for construction improvements at both of the COAB's Wastewater Treatment Facilities (WWTP # 1 & 2) The ongoing tasks are planning, permitting, design and bidding services described as the following: • Task Order #4 -Phase out of Buccaneer VWVTP#2 8 Force Main Design • Task Order #5 -TMDL Improvements to WWTP#1 The staff assignments and professional qualifications for the J. Collins Engineering Associates, LLC Team (JCEA Team) are described herein. J. COLLINS ENGINEERING ASSOCIATES, LLC '~ ~~ STAFF QUALIFICATIONS & TEAM ASSIGNMENTS FOR ATLANTIC BEACH TMDL COMPLIANCE PROGRAM -PLANNING, PERMITTING, DESIGN & BIDDING JCEA Team -KEY Staff Professional Abilities in TMDL Compliance; Wastewater Treatment ~ Utility Engineering The biographic description of key staff members is detailed below and resumes are attached: John Collins, Jr., PE (BET -Civil Engineering- Georgia Southern University) - Mr. Collins has over 30 years of experience in local governmental assistance in the area of planning, funding, system evaluations, rehabilitation, design and construction of reclaimed water, water, and wastewater utilities. He has specifically worked for many local municipalities and has significant experience in multiple project delivery or continuing contracts in the area of utility infrastructure master planning; facility and utility rehabilitation; environmental permitting and has been responsible for design and construction of water/reuse distribution and wastewater collection and treatment systems. For over 15 years, Mr. Collins has performed many water and wastewater projects for the City of Atlantic Beach. Mr. Collins has resided in Duval County since 1981. Gary Adams, PE (BS -Civil Engineering -Georgia Tech). Mr. Adams has over 30 years of experience in utility master planning; design and preparation of construction documents for water, wastewater and reuse systems; design of water and wastewater treatment facilities; construction services and GIS utility system mapping. In addition to his experience in water/wastewater systems, Mr. Adams is in an expert in the area of utility GIS mapping. He has served as Project Manager and Project Engineer for many major utility projects in the North Florida area since the 1980's including City of Atlantic Beach, Clay County Utility Authority, St Johns County Utility Department; several water plants for the City of Jacksonville/JEA. Mr. Adams is a native Duval County resident. Paul Jarrett, PE (M.S., Environmental and Water Resource Engineering, Vanderbilt University;B.E., Civil Engineering, The University of Auckland, New Zealand) Mr. Jarrett was previously a Senior Consultant and Wastewater Technology Leader, for CH2M HILL. Mr. Jarrett was a member of amulti-disciplinary team that evaluated options and developed a strategy for reducing levels of nitrogen in the Lower St. Johns River Basin. Information was collected on existing treatment facilities and concept designs were prepared to develop costs to achieve increased levels of nitrogen reductions. Mr. Jarrett has "hands-on" knowledge of the City of Atlantic Beach two WWTPs. Mr. Jarrett conducts process and energy audits of water and wastewater facilities, which focus on identifying opportunities to reduce energy use by optimizing pump and aeration blower performance. These audits typically identify 20 percent potential reductions in energy use. Current projects include City of Atlantic Beach TMDL Compliance Program that includes assessment of converting existing WWT facilities to AWT or other combination of other options and City of Fernandina Beach WWTP. Mr. Jarrett is a resident of Alachua County and has worked with JCEA for approximately five years. AGENDA ITEM # 8B OCTOBER 26, 2009 J. Mr. Lassetter has over 25 years of experience in instrumentation, controls and electrical systems for water and wastewater pumping and treatment systems all over the state of Florida and Georgia. His experience includes utility master planning; design and preparation of construction documents for water, wastewater and reuse systems; design of water and wastewater treatment facilities; and construction services. He has served as ElectricaUControl Engineer on public sector projects involving the planning, design, and construction of water supply, transmission, treatment, pumping, and distribution systems and wastewater collection, pumping, transmission, treatment, and disposal systems. He served as the electrical and instrumentation engineer for the last improvements at WWTP#1 at the city of Atlantic Beach and also designed the latest AWT WWTP at City of Jacksonville Beach. Mr. Lassetter is a native Duval County resident. Gordon Grimes, PE (BS -Civil Engineering ~ MS -Sanitary Engineering -Ohio University) - Mr. Grimes has over 30 years experience in water and wastewater engineering services. He has recently worked as a Co-Project Manager/Technical Leader on the TMDL Program for the City of Atlantic Beach and the evaluation of Neptune Beach WWTP Interconnection to COAB. In addition, Mr. Grimes has worked previously work with COAB as the project manager and designer of the ground storage tanks and related components at the Buccaneer WTP on Assisi Lane. During his career he also was the managing engineer of United Water Florida where he faced many of the problems COAB is facing with respect to wastewater treatment and disposal. Mr. Grimes' experience in the planning, permitting, design and construction administration of wastewater treatment facilities (as an engineer) as well as the perspective from the operationaUengineering side of a utility company (United Water), allows Mr. Grimes to totally comprehend the importance of sound, cost-effective and practical design that can be operated efficiently. Mr. Grimes is a 30 plus year resident of Duval County. Carrington McVeigh, PE (BS -Civil Engineering -Virginia Military Institute, ME -Civil Engineering -University of Virginia & MBA -University of North Florida) will serve as a Senior Structural Design Engineer. Mr. McVeigh has over 25 years of experience in structural and civil engineering and has performed many projects in the area of water/wastewater as well as major port and waterfront projects. Tim Owen, PE (BS ~ ME -Civil Engineering -University of Florida) will serve as the primary structural engineer on the project. Mr. Owen has over 15 years experience in the design of water/wastewater structures and facilities for governmental agencies.
