MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, NOVEMBER 27, 1972, AT 8:00 P .M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the meeting of November 13, 1972, were approved as
written upon motion of Commissioner Minton, seconded by Commissioner
Speed and carried.
Billy Arzie, 780 East Coast Drive, Atlantic Beach, Florida stated he
was very distrubed to find the City has raised the street level
above the sidewalk level on 8th Street and as a result the normal
distribution and flow of water has hereby been stopped. The street
is six inches above his property. Mayor Howell stated that this
particular job is being done by the Secondary Road Fund by the State
of Florida and he was unaware they were raising it four inches.
Mayor Howell suggested that the City Manager and Mr. Hilliard,
Director of Public Works, find out just what can be done to solve
this situation.
There was one bid for one 1/2 Ton Pickup Truck as follows:
Lynch-Davidson Ford $2, 347.54
Following discussion, it was moved by Commissioner Minton, seconded
by Commissioner Speed and carried that the City accept this bid
from Lynch-Davidson Ford.
Mr. Vogel, City Manager, presented the City Commission the Budget
for the year 1973. Mayor Howell announced that the Commission would
meet as a whole to discuss the budget within the next few days.

The minutes of the Advisory Planning Board were discussed along with
their recommendation that Mr. Ernest Del Rio be allowed to construct
four additional houses under the old Ordinance of a minimum of 1050
square feet. Mr. Del Rio' s request is based on the fact that the
entire area, including the residences under construction at this time,
have this minimum standard. If allowed to build, he would upgrade
the elevation of the units now under construction by using an engi-
neered pre-fabricated truss type roof. After discussion, it was
moved by Commissioner Speed, seconded by Commissioner Minton and
carried that Mr. Del Rios ' request for a variance on Lot 15, Block 17 ;
Lot 18, Block 17; Lot 13, Block 17 and Lot 17, Block 17 Royal Palms
Subdivision Unit 2A be granted provided the plans for the new eleva-
tion be submitted to the Advisory Planning Board before the permits
are issued.
Mr. Vogel requested approval by the City Commision for the purchase
of sewer plant equipment. Mr. Vogel stated the Public Works Depart-
ment needed a chain drive for the clarifier at the old sewer plant
and the price exceeds his purchasing power by approximately $250.00.
It was moved by Commissioner Speed, seconded by Commissioner Fogg and
carried that this request be approved if the chain drive for the
clarifier does not exceed $800.00.
Mayor Howell introduced an Ordinance providing for the retirement of
the Honorable Adele S. Grage, City Clerk and Treasurer and providing
for retirement fund thereto and providing an effective date on first
reading by title only and will require that the rules be waived.
It was moved by Commissioner Minton, seconded by Commissioner Speed
and carried that we waive the rules and the Ordinance be passed on
first reading by title only. Second reading and Public Hearing will
be December 11, 1972.
