AGENDA ITEM: ORDINANCE NO. 20-09-100, AN ORDINANCE AMENDING THE
OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH,
FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2008
AND ENDING SEPTEMBER 30, 2009.

BACKGROUND: Every year, when the final costs are accumulated and compared to the
approved budget, some minor overages become evident. This budget
ordinance funds those overages retrospectively. The items included in this
ordinance are being adjusted in order to comply with the Auditor
General's rules that require the City to not overspend the budget and the
City's own policy that funds being moved between departments or funds
requires City Commission approval. Although there are numerous
departments and funds with surpluses left over, those excess funds cannot
be used to off-set these items without an ordinance. The items funded
include the following:
1. To fund an additional $4 of debt service costs due to a rounding
difference in the debt service schedule being used for budgeting and
the actual invoice from the bank.
2. To adjust both the Police and General Employee pension budgets for
the unanticipated higher cost of providing benefits as a result of early
retirements and terminations.
BUDGET: The total impact on the City's budget for this adjustment is a $44,513
increase to expenses.

ORDINANCE NO. 20-09-100
AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY
OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING
OCTOBER 1, 2008 AND ENDING SEPTEMBER 30, 2009.
WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission
approve all budgetary increases and transfers at the fund level, and
WHEREAS, the nature of budgetary systems and those day-to-day decisions affecting such
budgetary systems require adjustments from time-to-time, and
WHEREAS, the actual costs of operations, as of fiscal year end, being higher in some cases require
adjustments to the operating budget in order to comply with Auditor General Rules of budgetary compliance.
These adjustments fund items that were known before year end, but for which an adjustment had not yet been
made.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF
THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that;
