BACKGROUND:
Earlier this year, the City Commission approved the selection of Architect Design Group (ADG)
to provide architectural services for the design of a new law enforcement building. City
Commissioners had agreed that the existing public safety building was obsolete and inadequate,
and the best course of action was for the City to pursue the design and construction of a new
facility to house police operations.
ADG was authorized to conduct an assessment relative to the amount of space needed in a new
police facility for Atlantic Beach. ADG was also authorized to provide a minimum of three (3)
concepts for the City Commission to review and consider for the new law enforcement building.
The results of these initiatives will be presented at a workshop at 5:00 PM on Monday, November
23, 2009.
Over the past month, City staff has been engaged in negotiations with ADG relative to providing
a master plan and design for a new law enforcement facility. The proposed contract is
approximately forty (40) pages in length, and it provides five (5) development options for the
City Commission to consider. For the purpose of this staff report, only the five (5) pages that
describe the development options are attached. The full proposed contract, which is in a standard
AIA format, may be obtained from the City Clerk or on-line on the City website.
Each of the five (5) options has a different estimated project cost associated with it. As expected,
the larger buildings have higher costs. The standazd azchitecture and engineering fees are listed
under #6 on each option. When the City Commission provides direction as to which option to
pursue, then the contract will be finalized with the corresponding costs.
BUDGET: A budget of $415,000 for this project is included in the General Capital
Improvement fund of the current City budget.
RECOMMENDATIONS: To select one of the proposed options, and to authorize staff to
complete the necessary contractual agreement for ADG to proceed with the standard azchitect and
engineering services for a new law enforcement facility.
