Wednesday July 14th, 1971 for receiving and award of Sewer Bonds. • MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JULY 12., 1971 AT 8:00 P.M. Present: William S . Howell, Mayor-Commissioner Arthur J. Longo L. W. Minton, Jr. R. R. Rosborough M. F. Marvin, Commissioners, and R. C. Vogel, City Manager Oliver Ball, City Attorney Adele S. Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Minton, followed by the Salute to the Flag. City Clerk Grage administered the Oath of Office to Marion F. Marvin as Commissioner of Seat #5, he will serve until next General Election. The minutes of the meeting of June 28, 1971 were approved as written upon motion of Mr. Longo, seconded by "r. Rosborough, and carried. Mr. Howell recognized visitors and called for any business from the floor not on the agenda. There was none. Mr. Howell stated that a letter of th nks had been received from Ganson Sales Company, for the consideration given in the matter of rezoning property in the Donner Sub-division. Bids were received on a secondary treatment sewer plant as follows : Conrad Weihnacht Construction, Inc. $369, 700. G. R. Hill & Compamy, Inc. 319, 313. B. B. McCormick & Sons, Inc. 429, 900. J. W. Meadors, & Co. 331,400. Peterson Construction Company 370,800. Savage & Brandt 308, 000. Tadco Construction Co. , Inc. 349, 700. Tech. Corporation & Associat, -1 395, 000. Tharp Construction Co. 368,863. Minutes 7/12/71 - Page 2 It was moved by Mr . Longo , seconded by Mr . Rosborough, and carried that the bids be turned over to Mr . Parks , the engineer and that the City Commission meet as a Committee with, Mr . Parks , Tuesday evening , 5 p .m. at City Hall to go over all the bids . Mayor Howell presented in full in writing for first reading by title only an Ordinance to rezone from Business A to Residence C- 1 , the O. 200 feet of Blocks 11 , 12 , and 13 , Section H. It was moved by Commissioner Longo , seconded by Mr . Rosborough , and carried , that the Ordinance be passed on first reading by title only and a public hearing date set . Public hearing was set for July 26th , 8 P.M. Mayor Howell read in full on second and final reading Ordinance #90-71-47 which would rezone from Residence B to Residence C , Lots 580 and 587 through 591 , Section 1 , Saltair . Mayor Howell declared the meeting in session for Public Hearing on said Ordinance . No one appeared either for or against said Ordi- nance and Mayor Howell declared the public hearing closed . Following discussion with Mr . Aderhold on any drainange prob- lems which might exist , it was moved by Mr . Longo , seconded by Mr . Rosborough, and passed , that the Ordinance be approved on second and final reading for the rezoning . It was pointed out by members of the Commission and Mayor Howell , that this approval was for the rezoning only and did not in any way con- stitute approval of the plans submitted . Mrs . Runyon appeared and requested if it would be possible to have a walk to the beach constructed down the 10 ° easement Mist north of the Chateau property . She requested a bench at the bulkhead . She stated that there was at one time a 10 ` walkway from Beach Avenue to the bulkhead . It was pointed out that there was a drainage pipe going down that easement and there might possibly be problems with washout . Mayor Howell suggested that Dick Hilliard look into it and report back at the next meeting . Mr . George E . Pharr appeared in behalf of an ECO-Action Pilot Program that he and a group of citizens had started in the way of a recycling program of aluminum, paper and glass . He asked for cooperation from the Commission in helping to get this program off to a good start , and further stated that they had already conducted a survey of 125 homes . Out of the 99 persons they were able to reach , 38 were agreeable to cooperating . Mayor Howell suggested that it be turned over to Mr . Hilliard and that he get together with Mr . Pharr and come back at the next meeting with proposed pickup plans , et cetera. The survey was made for them by t':e Girl Scouts . 7, Minutes 7/12/71 - Page 3 i City Manager Vogel reported that in regard to the request at the last meeting made by Mr . Holmes regarding an access for cars to launch their catamarran type boats at the foot of Atlantic Boulevard , Police Chief Stucki was going to get in touch with the Neptune Beach officials and see what could be worked out with them in this matter . Mrs . Grage reported that the preliminary roll had been received from the County and ti-:at we are in process of preparing our 1971 tax rolls . She requested approval for our roll to be open for inspection in August . It was moved by Mr . Longo , seconded by Mr . Minton , and passed , that the roll be made available for inspection in August . Mr. Rosborough suggested that in regard to the report made by Mr . Vogel regarding the catamarran boats , that he would like to see Mr . Vogel and Chief Stucki granted authorization from the Commission to work this matter out and not have it wait until the next meeting . It was pointed out by Mayor Howell that that authorization had been granted at the previous meeting . Mr . Minton stated that he wanted to go on record as being opposed to vehicular traffic on the beach. Mayor Howell stated that with Mr . Johansen ' s resignation from the Atlantic Beach City Commission to take a seat on the Jacksonville Council , he also vacated the position of Mayor Pro-Tem. It was moved by Mr . Longo , seconded by Mr . Minton, and unanimously passed , that Mr . Robert R . Rosborough be appointed as Mayor Pro-Tem.
