BACKGROUND:
Earlier this year, the City Commission authorized staff to apply for a Justice Assistance
Grant to cover the costs of some technology enhancements in the Police Department.
The grant application was submitted for a total of $45,000. Items included in the
application were Tasers (with integrated cameras), audio recorders, laptop computers, in
-car camera systems, a night vision device, a bar code reader, and a file server for the
police records system.
A number of staff members worked on this effort including the Chief of Police, and
Police Lieutenant Layson. As a result, this grant application has been approved by the
Florida Department of Law Enforcement for funding.
BUDGET: This grant was anticipated and included in the existing budget, and it does
not require any match funding. The funding will allow the Police Department to replace
obsolete equipment, and to acquire some enhanced technology for police operations.
RECOMMENDATIONS: To authorize the Mayor to sign the Certificate of Acceptance
of Subgrant Award, and to sign subsequent paperwork relative to the administration of
this grant.

These funds shall be utilized for the purpose of reducing crime and improving public
safety.
A copy of the approved subgrant application with the referenced contract number is
enclosed for your file. All correspondence with the Department should always refer to
the project number and title.
Your attention is directed to the Standard Conditions of the subgrant. Changes were
made to these conditions after your application was received in this office. Therefore,
these Standard Conditions should be reviewed carefully by those persons responsible
for project administration to avoid delays in project completion and costs
reimbursements.
The enclosed Certification of Acceptance should be completed and returned to the
Department within 30 calendar days from the date of award. This certificate constitutes
official acceptance of the award and must be received by the Department prior to the
reimbursement of any project expenditures.

Edward Byrne Memorial Justice Assistance Grant (JAG) Program

Addendum To Standard Conditions
For subgrant Recipients receiving Edward Byrne Memorial Justice Assistance Grant
(JAG) Program funds under Federal Grant No. 2009-DJ-BX-1077, the following
additional conditions apply:
1. Reporting Potential Fraud, Waste, Abuse, and Similar Misconduct
The subgrant recipient must promptly refer to the Florida Department of Law
Enforcement, Office of Criminal Justice Grants any credible evidence that a principal,
employee, agent, contractor, subcontractor, or other person has either 1) submitted a
false claim for grant funds under the False Claims Act; or 2) committed a criminal or
civil violation of laws pertaining to fraud, conflict of interest, bribery, gratuity, or similar
misconduct involving grant funds.
2. Task Force Training Requirement
The subgrant recipient agrees that within 120 days of award, for any law enforcement
task force funded with these funds, the task force commander, agency executive,
task force officers, and other task force members of equivalent rank, will complete
required online (internet-based) task force training to be provided free of charge
through BJA's Center for Task Force Integrity and Leadership. This training will
address task force effectiveness as well as other key issues including privacy and
civil liberties/rights, task force performance measurement, personnel selection, and
task force oversight and accountability. Additional information will be provided by
BJA regarding the required training and access methods via BJA's web site and the
Center for Task Force Integrity and Leadership (www.ctfli.org).

The city of Atlantic Beach is experiencing extreme budget shortfalls, due to a decrease in revenue
from property taxes and investment interest, as well as other revenue sources. Due to this, there
is no general funding available to provide needed technological upgrades for the police
department. Much of our equipment needs replacing and/or is obsolete. The benefits of the
upgrades we are requesting would greatly enhance the service we provide to the citizens of this
city.
Project Summary
The City of Atlantic Beach is requesting $45,000 to purchase technology upgrades which include;
laptop computers, in-car video cameras and recorders, Tasers, a new computer file server for
police records, and other items which are needed to enhance the daily operations of the police
personnel. Many of our current items have surpassed their usable lifespan and/or are no longer
repairable, per the manufacturer. In a day and age where technology is vastly improving and the
capabilities are ever growing, it is imperative for the police department to upgrade their current
items to enhance the proficiency of our work product and service to the citizens of our city.
