AGENDA ITEM: First Vehicle Services Annual CPI Cost Adjustment

BACKGROUND: The City's fleet maintenance contractor, First Vehicle
Services (FVS), is requesting an annual fee increase for the upcoming
contract year (12/01/09 through 11/30/10). The current contract price is
$243,074.88. An annual change in contract price to compensate for
Consumer Price Index fluctuations is authorized by Section 19 of the
contract. The allowed increase based on the Consumer Price Index (Motor
Vehicle Maintenance and Repair) would be 3%, however FVS is
requesting a 2% increase which equals an annual increase of $4,861.49.
The resulting contract price would be $247,936.37. The non-contract labor
rate would stay the same as this year $32.26 per hour. The current
contract expires 9/30/13.
RECOMMENDATION: Approve the requested fee increase of $4,861.49 to
the First Vehicle Services contract for the period of 12/01/09 through
11/30/10, and authorize the City Manager to sign the proposed contract
amendment.
BUDGET: $230,000.00 is budgeted in Fleet Maintenance Account No. 001-
5004-549-34-01. Additional funds will be requested in the mid-year
budget modification.

AMENDMENT THIRTEEN TO THE
FLEET MANAGEMENT AND VEHICLE MAINTENANCE CONTRACT
BETWEEN
CITY OF ATLANTIC BEACH, FLORIDA
AND
FIRST VEHICLE SERVICES, INC.
WHEREAS, the City of Atlantic Beach, Florida and First Vehicle Services, Inc.
entered into a Fleet Maintenance Services Contract on November 15, 1997 (Contract).
WHEREAS, the City and FVS now desire to amend the Contract this 1st day of
December, 2009 by and between the City of Atlantic Beach, Florida (the "City") and First
Vehicle Services, Inc. ("Contractor").
NOW, THEREFORE, in consideration of the mutual benefits, rights and
obligations derived from the Contract, the City and the Contractor hereby agree to
amend and reaffirm the Contract as follows:
Target Price starting 12/1 /09:
Parts $ 59, 883.54
Labor 126, 077.94
Overhead 12,151.28
Administrative Expense 21,175.57
Management Fee 28, 648.05
Total budget FY 2009/2010 $ 247,936.37
2. Non-Contract labor rate starting 12/1/08 is $32.26 per hour.
Except as amended above by this document, the Contract as previously amended,
remains in full force and effect and legally binding upon the City and First Vehicle
Services.
