Item 7AAGENDA ITEM # 7A JANUARY 25, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010. SUBMITTED BY: Nelson Van Liere, Finance Director ~_ DATE: January 14, 2010 BACKGROUND: A budget amendment is required to reconcile the actual 2009/2010 CDBG budget with the adopted City budget. The CDBG grant year coincides with the City's budget year, and last year's CDBG projects were not fully completed in time to determine exact CDBG expenses and revenues when the budget was prepared and adopted. Both the sidewalk and tennis courts projects came in considerably under budget. The desire was to enhance the "bare bones" storage shed included with the Donner Park Tennis Courts project. However, it was too late in the grant year to process the required CDBG contract amendment through the COJ, so that portion of the Donner Park project and the remaining funds were "rolled" into the 2010/2011 CDBG contract, which contains $45,071 for an accessory building to provide storage for Public Works parks maintenance equipment and $13,354 for the tennis courts. A return of $3,316 from the pay-off of a 2002/2003 housing rehabilitation loan will also be incorporated into this project, as well as a reduction for unused septic tank conversion funds of $12,564, to provide a total of $49,177 for the new building. The building will be consistent in design with the community center and is a much-needed facility for Donner Park. The difference from the expense and revenues represents an amount that was encumbered last year that did get re-budgeted for in 2010. BUDGET: All project funds to come from the Community Development Block Grant RECOMMENDATION: Adopt Ordinance 20-10-101 ATTACHMENT: Ordinance 20-10-101 REVIEWED BY CITY MANS-- AGENDA ITEM # 7A JANUARY 25, 2010 ORDINANCE N0.20-10-101 AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day-to-day decisions affecting such budgetary systems require adjustments from time-to-time, and WHEREAS, the CDBG grant projects were not fully completed in time to determine the exact CDBG expenses and revenues when the 2010 budget was prepared, and WHEREAS, the 2009 projects came in under budget allowing the City to enhance the 2010 budget with the excess funds. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that; 1. The Fiscal Year 2009/2010 Budget be amended as follows: COMMUNITY DEVELOPMENT BLOCK GRANT FUND Revenues: Grant Proceeds $49,177 Expenses: Park Improvements $44,265 Fund Balance: $4,912 2. This ordinance shall take effect immediately upon its adoption. Passed by the City Commission on first reading this day of January, 2010.
