MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, JUNE 8, 1970 AT
8:00 P.M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Minton.
Minutes of the regular meeting of May 25, 1970 were approved
as written upon motion of Mr. Longo, seconded by Mr. Minton
and carried.
Minutes of the Special meeting of June 3, 1970 were approved
as written upon motion of Mr. Minton, seconded by Mr. Johansen
and carried.
Mayor Howell recognized visitors present and called for any
business from the floor not on the agenda. There was none.
Mr. Walter J. Parks , Jr. , our engineer on the sewer project,
presented the preliminary plans for improving and enlarging
our sewer plant facilities . He explained to the Commission in
detail just what the plans covered. It was determined that
our next step is to set up a meeting with Mr. Parks and a
fiscal agent, which will be done as soon as possible. Mr. Parks
advised that he has forwarded to City Manager Vogel a letter
recommending the City' s acquiring additional land for future
development, and also application forms which must accompany
these plans when they go to the Dept. of Health and Rehabilitated
Services for approval. He stated the application forms could
be approved for signature to-night.
Mr. Longo then moved that the Mayor sign for the City the
applications which Mr. Parks has prepared, seconded by Mr.
Johansen, and carried.
Resolution #70-16 covering Lot Cleaning for 1970 was presented
and read in full by Mayor Howell. Mr. Longo moved passage of
said Resolution, seconded by Mr. Rosborough and carried.
Copy of Res. 70-16 is attached hereto and made a part hereof.
Mr. Minton reported for the Committee on tennis courts and
advised that they recommend that we build one court at this
time at a cost of approximately $3000.00 including hardware,
and that the funds to cover be transferred from Account $708
to Account #1012 in the 1970 Budget. This court will be
in Jack Russell Park. Mr. Hilliard advised transfer was
satisfactory due to secondary road improvement being done
by the State and County. Mr. Minton moved approval of
Committee recommendation and passage of Resolution #70-17,
seconded by Mr. Longo and carried. Copy of Resolution #70-17
is attached hereto and made a part hereof.
The Mayor explained the Secondary Road work being done in the
City by the County which releases above mentioned funds for
transfer.
Mr. Howell presented the Planned Unit Development (PUD) Ordinance
for second and final reading and opened the Public Hearing on same.
Mr. Bull inquired if we had contacted anyone relative to the
overall study. Mr. Howell requested Mr. Johansen to make his
committee report at this time as it would answer the question.
Mr. Johansen reported for the Committee that we have contacted
two men who are qualified in the field of zoning and asked
if they would tell us what it would cost to do a proper zoning
job for the City including in this zoning job a "PUD" . We have
not received any figures back but believe we will on or before
the next meeting. We can then decide if we will do or not.
It is his intention after the Public Hearing to propose that
this particular "PUD" Ordinance go by but very definitely that
the "PUD" would be in a future re-zoning done by professionals
Atlantic Beach. As no one else appeared for or against the
Ordinance the Mayor declared the Public Hearing closed, and
called for a motion for passage of the Ordinance. As there
was no motion the Mayor declared the Ordinance dies for lack of
motion.
Police Department report for May, 1970 was received for infor-
mation and filing.
Chief Stucki asked for permission to purchase another radar, as
it is greatly needed with the additional traffic we are getting.
It will cost approximately $900.00 and he has funds in his
budget accounts to cover. Mr. Longo moved the rules be waived
and approval given to purchase another radar as requested,
seconded by Mr. Minton and carried.
Mr. Vogel advised his mileage for May was 435 and Mrs. Grage's
is 200.

Mrs. Craig Dwyer advised she had a break-in last month and
our police had the man in 45 minutes . She wanted to express
her thanks and appreciation to them.
Mr. Minton expressed their appreciation to the Police and
the people of Atlantic Beach for their help, their thoughts ,
and prayers at the time when his child was hit by an
automobile. After that another child was hit, and he is
back of the Police in their efforts to control speeding in
Atlantic Beach. He did want to advise that the person who
hit his child was not speeding.
There being no further business, the Mayor declar-d the meeting
adjourned.
