AGENDA ITEM: Energy Grant Application

BACKGROUND:
The federal government has identified ARRA (stimulus) funding specifically directed at
energy programs. Initially, large cities, including Jacksonville, were provided with direct
allocations for energy programs. The City of Jacksonville contracted with a firm to help
identify the energy needs throughout Duval County, including each of the beach
municipalities. As a result of this process, the City of Jacksonville has submitted an
energy grant application that includes $103,400 allocated for the City of Atlantic Beach.
The line items include:
Audits - $22,500
Retrofits - $76,000
Vehicles - $4,900
In addition to the large city grant allocations, small cities are eligible to apply for funding
under a small city competitive energy grant program. The purpose of this staff report is
to seek authority for staff to apply for funding under the small city energy grant program.
Essentially, staff would like to submit an application for an energy reduction program
focusing on three (3) key areas.
1. Building Retrofits: JEA has recently inspected city buildings in Atlantic Beach to
provide guidance as to how to reduce energy consumption. There are a number of
retrofits that would save energy for many years into the future including improved light
fixtures and bulbs, solar hot water in the fire department, replacement of obsolete,
inefficient windows, and the replacement of obsolete HVAC systems.
2. Outdoor Lighting: Atlantic Beach provides outdoor lighting for multiple athletic
facilities including three (3) baseball fields, three (3) basketball courts, multiple tennis
courts, and a number of parking lots. These lights are typically outdated and very
inefficient relative to the electricity that they use.
3. Vehicles: Most of the Atlantic Beach vehicle fleet is powered by traditional gasoline
technology. Although Atlantic Beach has added one (1) electric vehicle and several

hybrids, the City remains primarily dependent on gasoline engines. Additional electric
vehicles and hybrids would significantly reduce the gasoline consumption for the City.
With authorization from the City Commission, staff will submit an application for
funding to address these three (3) azeas of concern. If the grant is successful, then the
City will be able to significantly reduce electrical and gasoline consumption through
retrofits and purchasing more energy efficient technology.
BUDGET: There is no match required for this grant funding.
RECOMMENDATIONS: To approve staff to apply for funding not to exceed
$250,000 under this grant program, and to authorize the mayor to sign all application
forms and subsequent paperwork for the grant administration.
