MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD
AT THE CITY HALL ON MONDAY, JULY 13, 1970 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Minton.
The minutes of the meeting of June 22, 1970 were approved as
written upon motion of Mr. Minton, seconded by Mr. Rosborough and
carried.
Announcement was made of a Community meeting at 84 Lewis Street
on Wednesday, July 15th at 8:00 P. M. The City officials are
invited to be present. This meeting is an effort on the part of
the negro citizens to clean up and improve this area of our
City.
A contract covering Secondary Road Funds between the City of
Jacksonville and the City of Atlantic Beach was presented for
approval and execution. This covers work to be done and distribu-
tion of receipts out of the 7 cent gas tax throughout the General
Service District and Urban Districts. It was discussed following
which Mr. Minton moved that the contract be executed and signed by
the Mayor and attested by the City Clerk, seconded by Mr.
Rosborough and carried. This contract has been assigned City of
Jacksonville contract 0261.
Mr. Marcum of the Industrial Trash Service, Inc. explained the
operation of their service and advised that in order to install
the necessary compactor and closed container for Pic N' Save
at best location they would need an easement from the City of
approximately 12 to 15 feet in width between the Pic N' Save
building and Sailfish Drive, East, and for the length of the
building. There was a lengthy discussion as to this and other
alternatives that could be done. It was brought out that when
the store was built they were not allowed to put service doors
on Sailfish Drive side of building, and it was also suggested they
get additional width easement on back of building. Mr. Howell
advised he feels there are a lot of things to be considered and
the matter needs more study before action is taken. Mr. Rosborough
moved no action be taken tonight but get more information and bring
back to next meeting, seconded by Mr. Minton and carried.
Mr. Vogel stated his mileage for June, 1970 was 524, and Mrs.
Grage ' s was 200.

A letter was presented from Mr. Walter J. Parks, Jr. , our Consulting
Engineer, stating that Harris and Harris, the contractors on the new
water reservoir, have requested a second extension of 60 days for
the completion of this project. It was advised that the manufactu-
rers of the hydraulic gate valve have run into difficulty and it
will be the middle of July before they can make a test on it. Mr.
Parks recommends extension of time. There was discussion and due
to fact that delay is beyond control of the contractor Mr. Minton
moved that the 60 day extension be allowed, seconded by Mr.
Rosborough and carried.
Mr. Parks ' invoice covering engineering services based on estimated
cost of construction of addition to Sewer Plant was presented for
payment in amount of $12, 271.00. This is subject to adjustment
when bids are received. Following discussion, Mr. Rosborough
moved said invoice be approved for payment, seconded by Mr. Minton
and carried.
Mr. Vogel advised that Mr. J. F. Hall who owns the Trailer Court
at 2005 Mayport Road and is on our sewer system has added 6 trailers
to the connection without Commission approval, and he would ask the
Commission' s approval for these additional connections. There was
considerable discussion in which it was decided that Mr. Hall should
come to the next meeting of the City Commission to explain this
action and a decision would be made at that time.
Mr. Vogel advised he has heard that the landfill contract with
the City of Jacksonville will not be renewed at the end of
this contract year which is September 30, 1970. He hopes to have
more information soon.
Announcement was made again of the meeting at Jacksonville Beach
City Hall on Tuesday, July 21, 1970 at 7: 30 P. M. relative to
cable television by TM Communications.
Mr. Howell read a statement which he requested be included in the
minutes relative to a speech made by outgoing Council President,
John Lanahan, City of Jacksonville, to the Beaches Rotary Club
in which he stated that Jacksonville could do a better job for
the Beach communities at lower rates than present services cost
the Beach residents. A copy of Mr. Howell ' s statement is attached
hereto and made a part hereof.
Mr. Rosborough and Mr. Minton advised they were in accord with Mr.
Howell on this.
There being no further business, Mr. Howel declared e meeting
adjourned.

I read with amazement in the Times-Union and Jacksonville Journal a
speech made before the Beaches Rotary Club by outgoing Councilmftillig
John Lanahan wherein he states and would like the citizens of
Atlantic Beach to believe. that by giving up their local government
and coming completely under the protective wing of the Consolidated
Government of Jacksonville that they would effect considerable financial
savings and far superior services than they are now receiving. It would
be a breath of fresh air if all elected officials would educate themselves
as to the facts prior to making incorrect public statements. Therefore,
to set the record straight let us examine the true facts of some of
Councilman Lanahan' s remarks . Councilman Lanahan states that the
Consolidated Government would be in a position to furnish us with
better police protection than we are able to furnish ourselves. It is
interesting to note that from January 1, 1970 to this date the City
of Atlantic Beach at the request of the Jacksonville Police Department
responded to 80 calls in the area North and West of our corporate
limits due to the fact that the Jacksonville Police Department was unable
to respond with any degree of speed due to shortage of personnel. It
is also interesting to note that Councilman Sulzbacher in a recent
newspaper report stated that the City of Jacksonville needed some
400 additional police officers for their Department. It is also of
interest to note that the Atlantic Beach Fire Department at the
request of the Jacksonville Fire Control has responded to 22 fire
calls outside of our corporate limits from the period January 1, 1970
to-date.
As to the money that our citizens would allegedly save by going in
completely with the Consolidated Government, the following is an
example which I think will speak for itself:

It is to be noted in the above example that the core City provides
2-day per week garbage service at no cost to its citizens. All old
=County residents receive 2-day per week garbage collections at a
charge of up to $8. 50 per quarter. The City of Atlantic Beach
has 6-day per week garbage collection at a cost of $7 . 50 per quarter.
I wonder if the Consolidated Government could guarantee this type of
service? I hope the above will serve to enlighten those concerned with
the facts as they areand not as some officials would like to intimate.
* Total utility tax based on minimum charges for water, a $250.00
per year electrical bill, $90. 00 per year telephone and $100.00 per
year gas bill.

Ad valorem taxes are based on a single family house valued at $10, 000. 00 ,
and this does not include ad valorem taxes for Schools which is uniform
throughout the County.
