MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, JULY 27, 1970
AT 8: 00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Mr. Vogel.
Upon motion of Mr. Johansen, seconded by Mr. Longo and carried,
the minutes of July 13, 1970 were approved as written.
Mr. Howell recognized visitors and called for any business from
the floor not on the Agenda. There was none.
Mr. John F. Hall of the Hall Trailer Park appeared before the
Commission relative to the 5 extra trailers he has added to our
utility line at his trailer park without Commission approval .
He advised he had applied to the City of Jacksonville for the
additional trailers. He was not the owner when they first
connected to our utility system. Mr. Harvel was previous owner,
and since he is located in the City of Jacksonville he applied
to them. He was advised his physical location is in the City of
Jacksonville but he is connected to Atlantic Beach' s Sewer
System and the City of Jacksonville has no jurisdiction over the
sewer and/or water service being furnished to them. There was
discussion during which Mr. Hilliard advised he had informed
Mr. Hall on a previous occasion when he had connected 2 houses
to the system that he must get City of Atlantic Beach approval
and inspection. It was brought out that Mr. Jordan is paying
for line going by Mr. Hall ' s property in order to get sewer
service to Jordan' s Trailer Park and Mr. Vogel recommended that
we review the legal obligation we are under to Mr. Jordan and
that Mr. Hilliard inspect to see where these Hall hook-ups are.
They could be on the Jordan line. Mr. Hall advised he is willing
to pay his share in this Jordan line if he is hooked on to it or
has to hook on. It was further agreed that Mr. Hall remain with
the hook-ups he has made and for which he is being charged, but
he must not add any more without application and approval of the
City Commission.
Mr. Vogel recommended that the Commission direct him to write
Pic N' Save that permission is given for the Industrial Trash
Service to install their equipment for handling paper only which
will be bailed and picked up, but their equipment must be on
Pic N' Save property. It was agreed, but also their garbage

charge will remain the same, and Industrial Trash Service must
get a license.
Mr. Howell advised that the Commission had met as a Committee
with Mr. George Carrison who agreed to do some investigative work
and get information to guide us further in marketing additional
sewer bonds . He recommended that the Commission approve Mr.
Carrison to represent the City in getting the information needed
for additional sewer bonds . Mr. Longo moved approval as
recommended, seconded by Mr. Johansen and carried. Mr. Carrison
has agreed to aid us this far, until such time as we need an
agent.
Mr. Howell presented Resolution #70-18 expressing appreciation
to Mrs. Edythe Chambers for her years of service as principal of
Atlantic Beach Elementary School #65 and wishing her happiness
on her retirement. Mr. Longo moved passage of Resolution #70-18,
seconded by Mr. Johansen and carried. All Commissioners
expressed their personal appreciation of Mrs. Chambers ' years of
service. Copy of Resolution #70-18 is attached hereto and made a
part hereof.
Mr. Howell presented Resolution #70-19 for presentation to the
Duval County Board of Public Instruction of a request for the
Atlantic Beach Elementary School #65 to be named the "Edythe
B. Chambers Elementary School" . Mr. Longo moved passage of
Resolution #70-19, seconded by Mr. Minton and carried. Copy of
Resolution #70-19 is attached to these minutes and made a part
hereof.
Mr. Vogel advised that the Beaches Branch of American University
Women would like for this Commission to appoint a representative
to meet with them on January 4, 1971 at Jacksonville Beach for
panel discussion . It was agreed Mr. Vogel would represent the
City.
Mr. Vogel advised we will be one of the distribution places for
rat bait. This is in cooperation with the Health Department.
Mr. Vogel recommended that a Committee be appointed to look into
needed work to be done on old water reservoir and approve any
needed expenditures up to $1, 000.00. There was discussion,
following which Mr. Johansen moved a Committee be appointed as
requested and approval given for expenditure not to exceed $1, 000.00,
seconded by Mr. Minton and carried. Mr. Howell appointed Mr.
Johansen, City Manager Vogel, Public Works Superintendent Hilliard
and himself as a Committee.

RESOLUTION NO. 70-18
WHEREAS, MRS. EDYTHE B. CHAMBERS who, since its opening as a
Public School, has been the Principal of Atlantic Beach
Elementary School No. 65, Atlantic Beach, Florida, and
WHEREAS, MRS . EDYTHE B. CHAMBERS has retired as Principal of
Atlantic Beach Elementary School No. 65, and
WHEREAS the Mayor, Members of the City Commission, the City
Manager, other Officials of the City, the citizens and parents
of Atlantic Beach, Florida, together with the Officials, citizens
and parents of children of the surrounding area serviced by
Atlantic Beach Elementary School No. 65, wish to express to
MRS . EDYTHE B. CHAMBERS their sincere appreciation for all the
devotion she has shown throughout her entire career at Atlantic
Beach Elementary School No. 65, not only to her official
duties, but to the care and well-being of her students,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA, AS FOLLOWS:
That a copy of this Resolution be sent to Mrs. Edythe
B. Chambers as a sincere expression of their appreciation
and gratitude for her years of devoted service to the
children who have been under her care and guidance
throughout her long career at Atlantic Beach Elementary
School No. 65, and that she be informed by this Resolu-
tion that all the Officials, citizens and parents of
children of Atlantic Beach and its surrounding area for
whom she has cared, wish her a long and happy retirement.

RESOLUTION NO. 70-19
WHEREAS, it is known that MRS . EDYTHE B. CHAMBERS, for many
years the Principal of Atlantic Beach Elementary School No. 65,
has now retired and will no longer be serving in the capacity
of Principal of that school, and
WHEREAS, the citizens of the City of Atlantic Beach, Florida,
together with the Mayor, members of the City Commission and
the City Manager of Atlantic Beach, Florida, would like to
express their appreciation for the devotion Mrs. Edythe B.
Chambers has always given both to the pupils and to her position
as Principal of Atlantic Beach Elementary School No. 65, and
WHEREAS, the citizens of the City of Atlantic Beach, Florida,
together with the Mayor, members of the City Commission and
the City Manager of the City of Atlantic Beach, Florida, would
like to show some permanent form of appreciation to Mrs . Edith
B. Chambers;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA, AS FOLLOWS :
1. That the City of Atlantic Beach, Florida, with all speed,
contact the DUVAL COUNTY BOARD OF PUBLIC INSTRUCTION with
the request that they take whatever steps are necessary
to change the name of Atlantic Beach Elementary School
No. 65 to "THE EDYTHE B. CHAMBERS ELEMENTARY SCHOOL!:
2 . That, if necessary, a Committee be formed within the
City Commission of the City of Atlantic Beach, Florida,
to deal with this matter and bring it to a satisfactory
conclusion.
