AGENDA ITEM: Request to approve proposed project for Fiscal Year 2010-2011
Community Development Block Grant (CDBG) application.

BACKGROUND: In accordance with the Interlocal Agreement with the City of Jacksonville, the
COAB receives a yearly allocation of Community Development Block Grant funds based on a
population formula. Federal HUD has not yet announced funding for the 2010-2011 fiscal year, but
we anticipate receiving around $105,000. Applications are now due to be submitted to the City of
Jacksonville. (While we are technically not "applying" for these funds, we follow the same
established application procedure as all entities seeking CDBG funding.)
CDBG funds may be used for several categories of activities including public facilities and
infrastructure improvements but must serve low and moderate-income residents within the City's
designated CDBG neighborhoods. Late last year, the City Manager, Public Works, Public Utilities,
Public Safety, Parks and Recreation and Planning staff coordinated to develop a 5-year plan focused
on the best use of CDBG funds with priority given to projects needed to serve community needs
where other sources of funding are not available with an emphasis on Strategic Plan objectives.
Staff proposes the following project for the upcoming 2010-2011 CDBG Fiscal Year. This project
meets the Federal HUD eligibility requirements as well as the criteria used by the City in allocating
these funds over past years.
• Complete needed work in Donner Park including lighting for basketball court, security
lighting, sod the baseball field, grade and sod southern end of soccer field, and add paved
parking.
Improvements within Donner Park and to the parking and sidewalks connecting to the Park have
been a continuing CDBG project phased over the past several years. These projects will
substantially complete work to Donner Park needed at this time. Public Works is working to
develop detailed cost estimates for these activities, which may exceed next year's funds, but for the
purpose of the application, we need to identify the range of activities we propose to accomplish so
that they can be programmed as required by HUD. Cost estimates will be refined prior to execution
of our CDBG contract in the fall.
BUDGET: $105,000, General Government Fund 110-1005-515.63-00, Fiscal Year 2010-2011 or
that amount allocated by HUD pursuant to the Interlocal Agreement.
RECOMMENDATION: Approve project as described above authorizing the City Manager to
submit the request to the City of Jacksonville and sign documents as necessary to execute the
contract.
