2009 Annual Report
Highlights
The Police Department, along with all City Departments, has continued to prioritize its
efforts towards the Mayport Corridor Improvement Plan. There was a 25% reduction in
all part I crimes in the corridor for 2009 as compared to 2008.
The police department surveyed every business on Mayport Road within the city of
Atlantic Beach prior to implementing the Mayport Corridor Project. The businesses rated
problems such as drugs, prostitution and transients on a scale of 1 to 5 with 1 being the
least significant concern. The initial survey resulted in an overall score of 2.16.
Approximately one year later the survey was administered again with an impressive
improvement in the rating score with an overall average of 1.16. The survey was recently
completed for a third time with an overall rating of 1.30. A residential survey has been
created and will be administered in the immediate future.
The Royal Palms Revitalization is another city wide effort involving a number of
different departments. The primary concerns of the residents were code violations, animal
control issues and traffic enforcement. All of these have been and are being addressed by
the various divisions. A residential survey is being created and will be administered in
early 2010.
The Atlantic Beach Police Department continues to have an exceptional emergency
response time. The average emergency response time for 2009 is 2 minutes 8 seconds.
Crime
The year ended on a positive note as it relates to crime. Total Part I Crimes for 2009 were
down slightly from 2008. A historical review of crime trends revealed that with the
exception of 2005, which was abnormally low, crime in 2009 was tied with 2004 being
the lowest since at least 1997.The biggest decreases this year have been in Robberies
(-42%), Burglaries (-33%) and Auto Thefts (-45%). Stolen property was down over 8%
and auto accidents are down over 10%.
There has been a significant increase in Aggravated Assaults this year. Most of these
crimes are not stranger to stranger crimes and are very difficult to prevent. As the
suspects are generally known by their victims, 66% of these cases are cleared by arrest or
other means. There has been a 10% increase in larcenies this year, which can probably be
attributed to the struggling economy.
Productivity

Calls for service in 2009 exceeded 30,000, which represents an increase of over 5% from
2008. Citations are down slightly and arrests were also down albeit more significantly.
There have been police officer vacancies in the department throughout the year and a
number of new officers have been trained. Both of these factors have a negative impact
on both citations and arrests.
The Crime Suppression Unit (CSU) continues to be very productive and have been
conducting some complex and more protracted investigations. This year they have seized
almost 11 pounds of marijuana which has resulted in numerous felony arrests. They
recently completed a lengthy drug investigation in the Mayport corridor involving
distribution of crack cocaine. They seized more than 2 ounces of cocaine with an
estimated street value of over $4,000 and twice the amount needed for Federal trafficking
charges.
They have conducted 29 prostitution deployments for both prostitutes and "Johns", which
is up from 15 for the same period last year. Even with the increased enforcement, arrests
actually went down from 22 in 2008 to 18 in 2009. This seems to be another clear
indicator that efforts in the Mayport Corridor are paying off and that prostitution activity
has declined.
Animal Control had a 10% decrease in the number of phone calls compared to last year
and even more when compared to 2007. Their schedule has been adjusted this year so we
have had 10 hours of coverage every day of the week and the officers only work on the
same day once per week. Their citations, animal bites and impounds are all down this
year compared to 2008, which combined with the reduced number of calls and more
efficient staffing, may indicate an increased level of compliance.
Personnel
Currently the Police Department has 2 new officers in training and 3 vacancies, which the
department is actively recruiting and processing applicants for these positions. All other
Divisions within the department are fully staffed.
Training
The Department is deeply committed to providing quality training to all its employees. In
2009, employees have attended training in the following topics.

Advanced training keeps employees current and on the cutting edge of Public Safety
techniques, trends and strategies. The Department believes a better trained employee
results in the delivery of a higher quality of service. The above list does not include
classes taken by the employees who are enrolled in various college degree programs.
