MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, OCTOBER 12 , 1':70

The meeting was called to order by the Mayor-Commissioner ,
Mr . Howell .
The Invocation was given by Commissioner Minton .
Upon motion of Er . Longo , seconded 1y Mr . Minton , and carried ,
the minutes of the meeting of September 20 , 170 , were
approved as written .
Mayor Howell recognized visitors present and called for any
business from the floor not on the Agenda. There was none .
Upon motion by Mr . Longo , seconded by Mr . Rosborough , and
carried , Commissioner Preben Johansen was elected Mayor
: yo-Tem for the term November 3 , 1170 to November 3 , 1371 .
Under communications , a letter from ?^ . Brooks was referred
to in which letter Dr . Brooks requested the banning of all
vehicles from the beaches due to the danger of those using
the beaches for sunning and relaxation . He referred to the
many broken and bruised bodies that had been brought to him
in the past because of being run over while lying on the
beaches . His letter was addressed to all three mayors of
the beaches area and the mayor of Jacksonville .
Mr . H . E . "Ace" McGartlin , Jr . , President of Aladdin Struc -
tures , appeared on behalf of their plan to erect modular
homes in the Ed Smith Subdivision . He advised the Commission
that he had been in touch with the FHA officials who have put
tentative approval on their sub-division pending the pavement
of the streets involved . He stated that it was just a mat-
' ter now of getting together with the city to see what standards

of paving they require. He further stated that they would be willing
to meet the requirements of the City to get this started. Mr. Vogel
stated that a 5" lime rock base and lk'° asphalt topping would cost
approximately $2.25 a yard and it was up to the Commission as to
what portion they would pay. He further stated that as to the cost
per lineal foot would be predicated on the width and length of the
streets. FHA officials had indicated that they would go along with
the same specifications as per Donner and Francis Streets . Mayor
Howell commented that the City policy was to pay 1/3 of the cost and ;'
the builder the remaining 2/3rdsis was agreeable to Mr. McGartlin
and he stated that he wanted to get started on this as soon as possible
in getting the water lines installed. Mayor Howell commented that
the sewer lines were in place and that the only determination needed
was the assurance that the project would be completed. Mr. McGartlin
commented that if the Modular Homes could be approved with plumbing
and electric workinstalled at the factory and certified to the City
as to the standards and etc . , he would be ready to commence construction 1.
upon FHA approval.
The Awards Committee on the Tractor Mower recommended that the bid of
Quinn R. Barton of $1500.00 be accepted, Mr. Longo so moved, seconded
by Mr. Rosborough and carried.
The ..wards Committee on Sewer Extension for Buccaneer Trailer Park
recommended that the 6" pipe line alternate be substituted in the
original bid for the 4" pipe for the purpose of accommodating other
potential users in the area. The bid of Jax Utilities with the 6"
line was low and the Committee recommends that the Commission accept
this bid in the amount of $11,864.00 for this project with the under3

standing that the owners of the Buccaneer Trailer Park post the
necessary funds with the City. Also that the owners would ::_gn a
contract with the City to maintain their end of the line. Mr. Longo
moved that this recommendation be accepted, seconded by Mr. Johansen
and carried.
Ordinance 34-70-2 was presented and read in full on 2nd and final
reading. Mayor Howell then opened the meeting for Public Hearing.
Mr. Whyte objected to the enactment of this Ordinance stating that
it was unnecessary and that the personnel of Atlantic Beach was not
qualified to make Electrical Inspections . The City Manager assured all
present that the Building Department was well qualified in making
building, plumbing and electrical inspections to the sati;-faction of
all concerned. After discussion Mayor Howell closed the Public
Hearing and Mr. Longo moved the passage of Ordinance 34-70-2 , seconded
by Mr . Minton, and carried. ��

The matter of the Saltair vacant lots was put on the floor and it
was ascertained that the value of all of the lots was $61,800.00
with the breakdown being: lots for school use - 48 at the value of
$21,950.00, and for the park - 96 at the value of $39,850.00. Mr.
Minton moved .that this be passed on to Committee for study and review,
seconded by Mr. Rosborough and carried. Committee will report back
at next meeting.
No reports were submitted by the Police and Fire Chiefs , nor the
Public Works Department.
Approval was asked of the Commission for the purchase of 12 water meters
at $400.00 out of Account 1501. Mr. Rosborough so moved, seconded by
Mr. Minton and carried.
Mr. Vogel reported his mileage for the month of September was 485,
and Mrs . Grage' s was 210.
Mr. Minton commended Mr. Longo on the admirable job he had done during
his term of Mayor Pro-Tem.
Mr. Howell reported that he had attended a meeting with the mayors of
the beaches and Jacksonville on the landfill program. They are
trying to get some figures on cost for the coming year and in discussions
with Jacksonville Beach on a 10 acre tract. They are awaiting word
from them on the cost of same and Mayor Howell commented that a special
meeting would have to be called regarding this program.
Mayor Howell also reported on a meeting he attended regarding the
proposed park at Seminole Beach. There will be a lot of future
information released on this and they contemplate closing Seminole Rd.
north of 20th Street.
Mr. McGartlin requested that Mr. Vogel call FHA for approval of
specifications on paving so that they can proceed on their project.
Mr. Rosborough commented that the city did not have the personnel
for paving these streets and it would have to be put out on bid.
There being no further business , Mayor Howell declared the meeting
adjourned.
