Nayoa• • 13, Adjourn f MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, NOVEMBER 9 , 1970 AT 3 : 00 P.M. Presents William S . Howell , Mayor-Commissioner A. J. Longo R . R . Rosborough Preben Johansen L. W. Minton , Jr . , Commissioners and R . C . Vogel , City Manager Oliver Ball , City Attorney Adele S . Grage , City Clerk The meeting was called to order by the Mayor-Commissioner , Mr . Howell . The Invocation was given by Commissioner Minton . The minutes of the meeting of October 26 , 1970 were approved as written upon motion of Mr . Johansen , seconded by Mr. Minton and carried . Mr . Howell recognized visitors present and called for any business from the floor not on the Agenda. There was none . Regarding a proposed rezoning ordinance , Mr . Louis B . MacDonell appeared and stated that he had filed a petition with the city requesting a rezoning of a parcel of land on the North side of Atlantic Boulevard , 400-500 feet East of Mayport Road , opposite the downramp of the overpass . This land is presently under two classifications - the Southerly 325 feet being Business A, and the North portion of land , which runs back to a public road abutting the Atlantic Garden Apartments on the East line rear portion of this land , is Residence A. The property is in the vicinity of the vacated Rolands Red Barn and a local locker club . The front portion of the land has a real estate office on it and some mobile homes . The property is owned by Mr . and Mrs . James Bledsoe . It was requested that this pro- perty be rezoned to Residence C to permit construction of multi-family apartment dwellings under the NH Act Section 221D3 , commonly referred to as rent supplemental projects . Mr . MacDonell went on to state that this is the type of project whereby the U. S .Government through HUD, pays a good portion of rent for tenants whose income makes them unable to pay the current rents . The basic motivation for this project has been at the request of the Navy who has many personnel in the area who are unable to find decent housing at moderate enough rates $ Minutes 11/9/70 Page 2 and they have been very insistent in their efforts to get help through the HUD and local FHA office to provide housing for some of these people in the lower pay brackets to get them decent housing that they can afford . The land is approximately 62 acres . There would be approximately 100 feet remaining on Atlantic Boulevard to enter the road . The North would have a road that would have access to the Atlantic Gardens . Mr . MacDonell exhibited some color photographs of similar units to the Commission . Mr . Rosborough asked if it would be similar to the Atlantic Gardens and Mr . MacDonell answered that they would be of the garden type variety , approximately 100 units consisting of 1 , 2 , 3 , and some 4 bedroom units . He further stated that they had fileJa letter with the Commission requesting that the City endorse the pro- ject by passing a resolution which is a requirement of the National Housing Act in areas that do not have workable plans . Mr . Longo asked if he planned on it being primarily for Navy personnel and Mr . MacDonell replied that the main purpose for building these was to help out the housing problem because the FHA is not allowed to underwrite a project such as this in an area which is predominately military area. An Ordinance Amending Chapter 28 of the Code of the City of Atlantic Beach, Florida, entitled "Zoning" , and amending the official zoning map to conform with the Following Amendment ; was presented in full in writing for passage on first reading by title only . Said ordinance rezones from Business A and Residence A, to Residence C , those three parts of Castro Y Ferrer Grant , Section 38 , Township 2 , Range 29 East , in the City of Atlantic Beach , Florida, for construction of multiple family dwellings , of garden type nature . Mr . Rosborough moved passage of said Ordinance on first reading by title only , seconded by Mr . Longo and carried . Public hearing date was set for November 23 , 1970 . Approval was given by the Commission to call for bids for Insurance Coverage for the year 1971 . Approval was also given by the Commission to call for bids for petroleum products for the year 1971 . City Manager Vogel reported his mileage for the month of October as 468 miles and Mrs . Grage ° s 240 . 4 0 minutes 11/9/70 Page 3 The Police and Fire Chief reports were submitted for filing . Mr . Rosborough reported that the Mayor had appointed him to look into the property between Seminole Road and Sherry Drive and he had an appraisal and suggested a special meeting be held this week in order to discuss the matter and see whether they can do anything with the school board as far as pur- chasing a portion of this property . Mayor Howell set Wednesday , November 11 , at 3 : 00 p .m. as the date for the requested meeting . Mayor Howell also requested that the City Commission meet for another special meeting on Thursday evening , 5 : 30 p .m. November 12 , for approximately 45 minutes to an hour to consider another matter . There being no further business the meeting adjourned at 8 : 20 . iik4ift061 William S .
