AGENDA ITEM: Award Design/Build Donner Park Restrooms/Storage Facility
(CDBG)

BACKGROUND: Bid number 0910-03 for Design/Build Donner Park Restrooms/Storage
Facility was opened on February 10, 2010. The bid was structured as a Base Bid and
Four Additive Alternates (A -metal roof, B -siding (over block construction to match
Donner Center), C -ceramic the on floor and lower walls of bathroom, and D -upgraded
electric service from 100 to 200 amps).
Nine (9) bidders submitted. Two (2) bids, World Construction and Flint Construction
Services, were within project funding limitations. World Construction recently
constructed improvements to the City Hall men's bathroom. Their performance on this
project was deemed unsatisfactory because the contractor was not responsive as to
starting or finishing the project. Telephone calls inquiring when the contractor was going
to start, resume or finish bathroom work were not returned for several days on many
occasions. At times the work appeared to be abandoned. Additionally, the contractor
requested extra payment for work that was not approved. Based upon recommendations
from senior COAB management, as well as a "Poor" rating on an external reference
check, World Construction was removed from consideration. References received for
Flint Construction Service, the second lowest bid, were satisfactory.
RECOMMENDATION: That the Commission award the contract for Design/Build of
Donner Park Restrooms/Storage Facility to Flint Construction Services, for Total Lump
Sum Base Bid plus 10% Contingency of $49,060.00 plus Additive Alternate B for
$2,220.
BUDGET: Source of funding is CDBG FY 2010 grant, Account Number 110-6040-572-
6300, PM 1007, budgeted at $48,287.50. If the 10% contingency is not sufficient to
cover Alternate B, the remaining required funds will be reallocated from other CDBG
projects for FY 2010.
