AGENDA ITEM: Appointment to the Board Member Review Committee (BMRC)

BACKGROUND: The Board Member Review Committee (BMRC) has a total of six
members (five voting members and one non-voting member). The membership consist
of a Commissioner as Chair, two citizen members, the chairperson of the related board or
committee being addressed, the city manager, and the city clerk. The city clerk is not a
voting member.
On March 27, 2010, citizen member Jim Smith's term will expire. The Commission will
need to make an appointment to fill the upcoming vacancy. The applicants to be
considered are as follows:
1. James (Jim) Smith (for reappointment)
2. Myron Blankenbaker
3. Benjamin A. de Luna
Each applicant has been contacted and all are interested in serving on the BMRC.
BUDGET: No budget issues.
RECOMMENDATION; Review and consider each of the three applicants listed above
and reappoint or appoint one to serve on the Board Member Review Committee fora 2-
yearterm effective March 28, 2010.

I was on the board of St Paul's Catholic School for a period of six years which dealt with a budget of over $1.5
million. I was president for three of the years leading a board of five other persons. I was also the treasurer and
board member of L'Arche Harbor House which is comprised of Christ centered homes for the mentally and
physically disabled adults. For the last 32 years, I have been and I am currently administering and enforcing the tax
laws of this country as anattorney/manager for the Office of Chief Counsel-IRS by providing the necessary legal
advice. I currently lead and review a group of seven attorneys. As a result of these experiences, I think I have a
strong background in law enforcement and finances.

See above for some qualifications. It has been at least 4 years since I was on a community board or committee and I
want to again serve my community in this way. I believe I have the background for law enforcement and finances
from my experiences as an attorney vfritli. the Office of Chu~ef Cou~n~l and from my prior board experiences.
