MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, MARCH 10, 1969 AT 8:00 P. M. Present: William S. Howell, Mayor-Commissioner John W. Weldon Arthur J. Longo R. R. Rosborough, Commissioners and R. C. Vogel, City Manager Oliver Ball, Acting City Attorney Adele S . Grage, City Clerk Absent: Louis C. Holloway, Commissioner The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Commissioner Weldon. The minutes of the meeting of February 24, 1969 were approved as written upon motion of Mr. Longo, seconded by Mr. Rosborough and carried. Mr. Howell recognized visitors present and called for any busi- ness from the floor not on the Agenda. There was none. Ordinance #67-69-5 prescribing street paving requirements for subdivisions and re-subdivisions and amending Ordinance #67-58-1 was presented for second and final reading. Mr. Howell read the Ordinance in full, then declared the meeting in Public Hearing on said Ordinance. Notice of Public Hearing was posted in line with Charter requirements. As no one appeared either for or against said Ordinance, the Mayor declared the Public Hearing closed. Mr. Rosborough moved that Ordinance #67-69-5 be passed on second and final reading, seconded by Mr. Weldon. It was advised the change suggested at last meeting was made. Mr. Howell put the question and the motion was carried. Bids were next received on street resurfacing as follows: Houdaille-Duval-Wright $8, 510.00 Warren Construction Company 9, 803 . 17 The items as bid were studied and discussed. It was determined that perhaps the remainder of Sailfish Drive could be reinstated and the total cost would not exceed the estimated amount for this project. It was discussed at length following which Mr. Weldon moved that the bid of Houdaille-Duval-Wright be accepted for work as bid and that the City Manager be instructed to call for bids on the remaining footage on Sailfish Drive, East, seconded by Mr. Rosborough. Sailfish Drive, East, is one of the heavy traffic streets. After further discussion the Mayor put the question and the motion carried. The additional bid will be received March 24th. Minutes 3/10/69 Page #2 An Ordinance amending Zoning Ordinance #90-59-3 as to fences and walls was presented in full in writing for passage on first reading. Mr. Howell read the title in full, following which Mr. Longo moved that the rules be waived and said Ordinance passed by title only on first reading, seconded by Mr. Rosborough. It was discussed, as the change is in regulating construction, etc . of seawalls and retaining walls. The height of fences will remain as at present. There was a discussion as to property line on Oceanfront property and it was brought out that the concrete apron in front of property north of 14th Street belonged to the property owners and not public walkways. Following further discussion the Mayor put the question and the motion carried. March 24th, 1969 at 8:00 P. M. was set for Public Hearing. The City Manager' s mileage bill for February in the amount of $35.80 and the City Clerk' s in the amount of $17. 20 were approved for payment on motion of Mr . Weldon, seconded by Mr. Longo and carried. The Public Works report was received for information and filing. Mr. Rosborough inquired as to item 11, if sprinkler system was outside practice field and was advised it was. Mr. Weldon commented on holes on 5th Street and Mr. Hilliard advised he is waiting for warm weather. The Municipal Court Docket for February 24th and Police Department report for February 1969 were presented for information and filing. Mr. Vogel advised he had received a request from the Jacksonville Beach Recreation Department for use of our tennis courts on Seminole Road during their tournament, as we have done for several years . It was consensus that approval be given. Mr. Vogel presented plans for the addition to Public Works buildings to house trucks . He requested permission to start work, using City labor and letting out bids for fabricated steel, roof and block laying. He advises this can be done for the $5, 000.00 as set up in budget. It was consensus that Mr. Vogel proceed as outlined. Mr . Vogel requested study be given to an Ordinance on swimming pools and fencing them in. It was discussed and agreed that such an Ordinance be drawn up for consideration. Mr. Rosborough stated good job on cleaning up property on Seminole Road. Mr. Weldon inquired as to Sherry Drive sidewalk. Mr. Vogel advised they found some street corner markers missing and are getting surveyor to put markers in the place of those missing. Also he is having to contact property owners who are encroaching with shrubs and fences . It is slow but progressing. • r Minutes 3/10/69 Page #3 Mr. Weldon inquired as to old poles still standing at end of 5th & 6th Streets. Mr. Vogel advised the City of Jacksonville still has others standing but are getting down as can get to it. They took down a number this week. Mr. Howell announced that Mr. Woodall of Atlanta would like to meet informally with the Commission next week and it was decided that Tuesday night, March 18th, would be best night for those present. Mr. Howell said we would advise Commissioners later of the hour for this meeting on Public Housing. There being no further business, Mayor Howell declared the meeting adjourned. Willia ' S.
