Commissioners 13. Adjourn. 4 a � MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION '' HELD AT THE CITY HALL ON MONDAY, MARCH 24, 1969 AT 8:00 P. M. Present: William S. Howell, Mayor-Commissioner Louis C. Holloway, Jr. Arthur J. Longo R. R. Rosborough, Commissioners and R. C. Vogel, City Manager Oliver Ball, Acting City Attorney Adele S. Grage, City Clerk Absent: John W. Weldon, Commissioner The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Commissioner Holloway. The minutes of the meeting of March 10, 1969 were approved as written upon motion of Mr. Longo, seconded by Mr. Rosborough and carried. Mayor Howell recognized visitors and called for any business from the floor not on the Agenda. Mrs. Bruce Thomas advised she would like to work with the City in developing a recreational program. She had on display samples of her ceramic work and advised she could teach and supervise classes . Her services would be free to the City. In the discussion it was brought out that she would need a secure place for materials and work, a kiln and available water. It was advised those in classes would pay $2 .00 for 3 hours instruction, and would buy their own materials and tools for work. It was suggested that Mr. Vogel and Mr. Hilliard get with Mrs . Thomas and present some definite plans by next meeting. Ordinance #90-69-32 amending Zoning Ordinance as to fences and walls was presented for second and final reading and Mayor Howell read same in full. Notice of Public Hearing on Ordinance #90-69-32 was posted in line with Charter requirements. The Mayor declared the meeting in session for Public Hearing. Mr. Bull brought out that the designation "building inspector" in Ordinance should be "build- ing official" . It was agreed that the designation should be "build- ing official" . There being no further comment, the Mayor declared the Public Hearing closed. Mr. Longo moved that Ordinance #90-69-32 be passed on second and final reading amended to show word "inspector" changed to "official" , seconded by Mr. Holloway, and after discussion the question was put and the motion carried. Bids were next received on resurfacing a portion of Sailfish Drive, East, as follows: Houdaille-Duval-Wright $2,610. 00 4 Minutes 3/24/69 Page #2 There was only one bid received. Mr. Holloway moved that the bid of Houdaille-Duval-Wright be accepted, seconded by Mr. Rosborough. There was a discussion in which it was brought out cost is more in this bid but there is more preparation to be done on this sec- tion. Mr. Howell then put the question and the motion carried. Bids were next received on reroofing of Public Safety Building as follows : Jones Roofing Company $1, 983 .00 Reeves Brothers 2 , 200. 00 Stephens Roofing & Sheetmetal 2 , 336.00 Following discussion in which it was brought out that all bidders do good, acceptable work, Mr. Rosborough moved that the bid be awarded to Jones Roofing Company, seconded by Mr. Longo and carried. An Ordinance regulating swimming pools was presented in full in writing for passage on first reading by title only. Mayor Howell read the title, following which Mr. Longo moved passage on first reading by title only, seconded by Mr. Holloway and carried. The Public Hearing was set for April 14, 1969 at 8: 00 P. M. The City Manager ' s report was received for information and filing. Copy of report was mailed to Commissioners in advance. The report of the Public Works Department was received for informa- tion nforma-tion and filing. Mr. Vogel advised that we can buy Lot #145, Saltair, for $500.00. Mr. Rosborough moved that we buy said lot as stated, seconded by Mr. Longo. It is one of lots on Seminole Road next to our tennis courts and needed to complete park area. Mr. Howell put the ques- tion and the motion carried. Mr. Vogel advised we need clarification of minutes of January 27, 1969 as regards the larger sewer lines in the Selva Marina develop- ment of Unit #6. Mr. Howell stated the minutes of that meeting are a little vague - going back, we agreed to pay the difference on the cost of what is required to serve that area and the larger, deeper line the City would like in order to serve other areas. This difference, as determined by low bids taken in 1967, is to be a cost of the City and paid in cash. In the initial stages it was agreed to give the Selva Marina Corporation certificates as designated for the water lines only. Following discussion as to amount of difference it was determined that if alternate "A" is accepted then certain items are deleted from base bid to determine difference which appears to be approximately $2, 046. 30. Mr. Howell stated his memory is that the difference to be assumed by City on water and sewer together is approximately $5, 000. 00. We feel we need to put in a 12" line in order to extend lines to other areas 4 R , Minutes 3/24/69 Page ##3 in the future. Following discussion Mr. Holloway moved that we will pay the difference in cash between cost of 8" and 12" sewer line based on low bid taken in 1967 , however, if figure is over $2, 200.00 the matter will be brought back to next meeting, seconded by Mr. Longo and carried. Grage I City Clerk 4,0 " CITY OF , , . tMat& DTeti4a March 21, 1969 CITY MANAGER'S REPORT TO CITY COMMISSION Enclosed herewith is an Ordinance regulating enclosures and the control of installation of swimming pools for private use. Public pools are controlled by the State Board of Health under State law, and an Ordinance including them would not be necessary. A preliminary plan for the paving and drainage of Ocean Boulevard from Atlantic Boulevard to 7th Street was prepared by Mr. Walter J. Parks, Jr. in 1960. At that time it was my understanding that the County was going to pay for this improvement, however, due to a change in Commissioners during the County election, former commitments were not honored by the incoming regime. I have discussed these plans with Mr. Parks and he advises that his preliminary estimate of $65, 560.00 should be upped approximately 20% to bring it in line with existing costs. I would like to point out that this includes paving on 2nd and 6th Streets that will be necessary after the installation of storm sewers for this project. Mr. Parks also advised that consideration should be given to acquiring the right-of-way on Ocean Boulevard from 7th Street to 10th Street, which, in my opinion, is sorely needed to help alleviate the dan- gerous curves and widen Ocean Boulevard in this area. Mr. Ed Holtsinger called this morning and advised that the City of Jacksonville is unhappy with the location and size of the Light office on Seminole Road. The Auditing Department has proposed to move the office back to Neptune Beach on 1st Street which is to the rear of Silver ' s Drug Store. They plan to offer expanded ser- vices; i .e. , driver' s licenses, fishing licenses, etc. I told Mr. Holtsinger that I could not speak for the individual Commissioners, but it was my impression that it was desirable to have the Light office within the City limits of Atlantic Beach. He challenged me to find a location that would be suitable.
