AGENDA ITEM: Request from Bishop Golden

BACKGROUND:
At the February 22, 2010 City Commission Meeting, Bishop Percy Golden submitted
several requests relative to the Annual Gospel in the Pazk event planned for May 1, 2010
at Jordan Park.
One of the requests was for permission to set up food vending in the park. Staff
recommended the approval of this request with the understanding that all proceeds go to
the church.
At the Mazch 8, 2010 City Commission Meeting, a motion was made to limit the
proceeds to either paying for the event, or to be used in youth programs. The matter was
deferred to the Mazch 22, 2010 Commission Meeting, and the City Commission directed
staff to check with Bishop Golden regazding this language.
On March 9, 2010 staff contacted Bishop Golden, and he had no problem with the
proposed language. He said that the purpose of the food sales was to pay the expenses
for the Gospel in the Park event, and he had no objection to inserting the proposed
language.
A second request in the letter was for Bishop Golden and his church to have access to the
Jordan Park Community Center on May 1, 2010 at no chazge. Staff recommended
approval of this request for food prepazation and protection from the weather, and with
the provision that the community center would not be used for religious purposes.
An additional request for the City to provide a stage was rejected by staff based on costs
and budgetary limitations.
It is noted that Bishop Golden and members of his congregation have been active
members of the group working on improving the quality of life in the Mayport Corridor,
especially in providing positive activities for young people. It is this participation in the
Mayport Corridor initiative that resulted in the staff recommendations for waiving fees
and allowing activities that are not typically allowed in the pazks.
BUDGET: None

RECOMMENDATIONS: To approve the use of the Jordan Park Community Center
during the Gospel in the Park event at no cost to Bishop Golden or the Holy Church of
the Living God, and to approve food vendors in the park area for this event with the
proceeds going to pay the expenses for the event, or to be used for youth programs in the
community.

BACKGROUND:
At the February 22, 2010 City Commission Meeting, Bishop Percy Golden submitted
several requests relative to the Annual Gospel in the Park event planned for May 1, 2010
at Jordan Park.
1. Request: Permission to set up food vending in the park.
Recommendation: Approval with the understanding that all proceeds go to the church.
2. Request: Provide stage.
Recommendation: Disapproval. The stage belongs to the City of Jacksonville, and
the City of Atlantic Beach would be required to pay $350 plus tax for the rental. This
was not budgeted, and there are no funds for this expense.
3. Request: Provide Jordan Park Recreation Center for the event.
Recommendation: Approval for food preparation and for protecting people from
adverse weather conditions. Not to be used for religious purposes.
Bishop Golden and members of his church have been active participants in the Mayport
Corridor initiative to improve the quality of life in the community. This was a
significant consideration in arriving at the recommendations above.
BUDGET: None
RECOMMENDATIONS: To approve the recommendation noted above.

Dear Mr. Jim Hanson:
The Revival Center is asking permission to set-up food vending in the Jordan Park on
Saturday May 1, 2010 for our Annual Gospel in the Park. This year will be our 6th year
sponsoring this event, which continually has grown and been a positive aspect to the
community.
We are also asking if you can help us in this community event by providing the stage and
the Jordan Park Recreation Center for that day.
Thank you in advance for your support. I look forward to hearing from you as we
continue to build a mutual relationship, along with building up our community through
positive events and family based activities.
