A MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, APRIL 28, 1969 AT 8:00 P. M. Present: William S. Howell, Mayor-Commissioner Louis C. Holloway, Jr. John W. Weldon A. J. Longo R. R. Rosborough, Commissioners and R. H. Hilliard, Acting City Manager Oliver Ball, Acting City Attorney Adele S. Grage, City Clerk Absent: R. C. Vogel, City Manager (Out of City) The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Mr. Weldon. Minutes of the meeting of April 14, 1969 were approved as written upon motion of Mr. Holloway, seconded by Mr. Rosborough and carried. Mr. Howell recognized visitors present and called for any business from the floor not on the Agenda. There was none. A letter was presented from Mr. George Bull in which he changed his request from that of rezoning that particular area lying East of the Northerly extension of the West boundary line of the City yard; West of Selva Marina Units 3 and 4; North of 11th Street and South of the Selva Marina Country Club, to a request that the City adopt a "Planned Unit Development" Ordinance, and that he then be permitted to present the detailed plans on the Garden Apartment project under the "PUD" Ordinance. Copy of Mr. Bull ' s letter is attached hereto and made a part hereof. There was a lengthy discussion, in which it was brought out that the City retains a certain amount of control during the entire time of development under the "PUD" Ordinance where if rezoned Residence "C" , the developer would only have to meet zoning requirements as to square foot area and set back, and meet the Southern Standard Building Code. However, under the "PUD" Ordinance the City retains a lot of control during all phases of the project and individually approves each phase of development. Mr. Robert Whyte advised he does not believe Atlantic Beach is large enough nor is there enough available building area for us to need a planned unit development ordinance. It was brought out that you would not under such an ordinance have to change the zoning on a particular project but after a Public Hearing on same the Commission could either approve or reject it and there would be Public Hearings all during the project on various phases. It was suggested that a Committee be appointed to study and work with the City Attorney. Mr. J. C. Campbell expressed opinion that we have a Committee to study. Mr. Frederick Aldridge also spoke on the subject. Mr. Rosborough advised he was not familiar with the Ordinance and would prefer for a Committee to study. Mr. Holloway moved that the Mayor Minutes 4/28/69 Page #2 appoint a Committee to work with the City Attorney and look into the Planned Unit Development for the City of Atlantic Beach, seconded by Mr. Rosborough and carried. The Mayor will appoint a Committee at the next meeting. Mr. Aldridge again spoke at length on the "PUD" Ordinance and Mr. Bull' s project and what the home owners "deserve" . A request was presented for approval of purchase of 12 - 3/4" meters and yokes at estimated cost of $475.00 from Account #'1501. Mr. Rosborough moved approval of purchase, seconded by Mr. Longo and carried. The report of the Public Works Department was presented. Mr. Weldon advised he was surprised to see the lights on Mayport Road overpass. They were put there by the Expressway Authority. We will have to pay for the current and upkeep of those on Atlantic Beach side of the overpass. They were part of the final arrange- ments for the lights on Atlantic Boulevard and Mayport Road. There was a lengthy discussion of the condition of the Jack Russell Park following Little League games. The agreement with them was that they would clean up that area after the games, but it has not been done. Mr. Hilliard has written the president of the Little League and will see what can be worked out. Mr. Rosborough inquired as to the barricades on the Beach at 16th Street as to whether they will be lighted and are we working in conjunction with the City of Jacksonville. The City of Jacksonville has not put up their barricades to-date further north on the Beach. We should put reflectors on our barricades as they go in. The Attorney advised he does not think putting the barricades in will jeopardize the safety of the citizens any more than a pier, etc. It is an obstruction but not a "hidden obstruction" . The tides will determine how soon we can finish getting them in. Mr. Vogel' s report on the paving, etc. of Ocean Boulevard was presented. A copy of this report is attached hereto and made a part hereof. In the discussion it was agreed we do not have the money in this year ' s budget for any of this work but that the City Manager should proceed further with a long range plan as to streets, water and sewer improvements, drainage, etc. as to just what should be done and how financed. Mr. Longo moved that we make arrangements for a meeting with Mr. Lorimer to make a survey of this area and see if low-cost housing is warranted, and to ask his Board if Jacksonville Housing Authority would be interested in handling for Atlantic Beach, seconded by Mr. Holloway and carried. Grage 1(-4-fe City Clerk - CITY OF . . . • 13ead -Tda April 24, 1969 CITY MANAGER'S REPORT TO CITY COMMISSION ON PAVING OCEAN BOULEVARD In compliance with instructions at the last Commission meeting, I herewith submit an estimate based on Mr. Parks ' preliminary plans for paving, drainage, curbs, gutters and sidewalks on Ocean Boulevard from Atlantic Boulevard to 7th Street. I have conferred with Mr. Parks and I find that approximately 20% must be added to his estimate that was made in 1960 to bring it in line with current costs of labor and material, which amounts to approximately $78, 000.00 for the project. The total area involved is 2600 feet, and by breaking it down on a ratio of 1/3 for property on each side of the street and 1/3 by the City, the property would be assessed as follows: $11. 75 per front foot. This would yield approximately $26,000. 00 on each side of the street, and the City' s pro-rata cost would also be $26, 000. 00. By changing the ratio to 1/4 x 1/4 x 1/2, the front foot cost would be approximately $8.75, yielding $19, 500.00 on each side of the street and the cost to the City, $39, 000.00. Drawer 25 Atlantic Beach, Florida 32233 Re: Land lying East of the Northerly extension of the West boundary line of the City yard; West of Selva Marina Units 3 and 4; North of 11th Street and South of the Selva Marina Country Club Dear Mayor Howell: The captioned property was the subject of a request for zoning to Residence C last year, so that garden type apartments might be built on this location, which matter has been informally discussed on several occasions and was again the subject of a meeting with a committee composed of the whole City Commission last evening. The time and effort by the Commissioners in hearing these dis- cussions is greatly appreciated. It would now appear that the interests of the City would be best served by changing our request from that of a purely zoning matter to a request that the City adopt an appropriate ordinance or ordinances to effect the "Planned Unit Development" concept as guidelines for the major development efforts that will take place within the City. It would also appear that the "Planned Unit Development" concept would be beneficial not only to our present desire to use the captioned property for garden apartments , but also the development of all land owned by others, as well as to the unused lands of the R-C-B-S Corpora- tion and the Selva Marina Realty Company now within the City. The City Commission is therefore requested to have prepared and adopt the necessary ordinances for "Planned Unit Developments" as soon as conveniently possible. The R-C-B-S Corporation and Selva Marina Realty Company will , in addition to planning the details of the garden apartment project it now wishes to undertake, develop a master plan map indicating what might or probably will be the future uses of the remainder of its lands within the City, all of which lan4.sould thereby be subject to "Planned Unit Development".
