Item 8DAGENDA ITEM # 8D MARCH 22, 2010 STAFF REPORT City of Atlantic Beach Commission Meeting AGENDA ITEM: Authorize Contract with Bowen Civil Engineering, Inc. for Tideviews Design, Engineering, and Permitting DATE: March 15, 2010 SUBMITTED BY: David E. City Manager BACKGROUND: On February 8, 2010, the Commission authorized staff to negotiate with Bowen Civil Engineering for professional services including design, engineering, and permitting for the Tideviews Dock Extension/Boat Launch Phase II. See Attached Staff Report. The purpose of this project is to extend aboardwalk/dock at the Tideviews Preserve out to a deeper channel. This is intended to provide passive recreational opportunities as well as areas where people will be able to fish from the structure. The project also includes a floating dock so that kayaks/canoes/boats can access the park during lower tides. Staff has completed these negotiations, and the proposed fee for professional services for conceptual and final designs is $61,535.20. Please see the attached proposal from Bowen Civil Engineering. BUDGET: A total of $95,000 was included for these services in the 2009-2010 budget. The Florida Inland Navigation District (FIND) has approved a 50% matching grant for this funding, which would make the cost to the City $30,767.60. This is a reimbursement grant, which means that Atlantic Beach spends the money, and then the expenses are submitted to FIND for reimbursement of 50%. The reimbursement takes place when the construction contract is awarded. Since construction is a part of the 2010-11 phase, the City will not be reimbursed for design work until a construction contract is awarded in 2010-11. RECOMMENDATIONS: To approve contracting with Bowen Civil Engineering for $61, 535.20 as noted in the attached proposal for Conceptual Design and Final Design. (BCE) is pleased to present a fee proposal to the City of Atlantic Beach for professional planning, engineering, and permitting services concerning the Tide Views Preserve Boardwalk and Canoe Launch. The following tasks are required in this effort: Conceptual Design • Conduct site visits, gather and review data of existing conditions. ^ Perform preliminary soundings at the proposed canoe launch area • Prepare a preliminary layout and construction estimate of boardwalk. ^ Submit conceptual plan for review and approval. • Attend progress meetings. Final Design • Gather and review data for approved alignment. • Design of fixed boardwalk and floating dock and gangway. • Prepare geometric design. • Stake boardwalk alignment. • Delineate the limits of the natural community and spoil islands. • Provide topographic survey of boardwalk area. • Provide a geotechnical analysis for pile supported structures. • Provide erosion control design. • Attend pre-application, coordination and progress meetings. • Development of civil construction plans which will include boardwalk, floating dock and gangway, specifications, erosion control and related details. • Preparation of packages for progress submittals (60% 100% and Final). • Prepare permit application submittals to SJRWMD, DEP, and Army Corps of Engineers. • Prepare responses for one Request for Information with each agency • Preparation of specifications. • Preparation of construction cost estimates. The services outlined above will be performed on a lump sum basis for $61,535.20. The attached man- hour estimates support these costs. These services are limited to providing final construction documents based on the Preliminary Plan agreed upon. This effort will be for designing and permitting a stabilized drive to permit users to offload their kayaks and canoes closer to the beginning of the boardwalk. Roadway Drainage • Utilities Land Development AGENDA ITEM # 8D MARCH 22, 2010 Mr. Thompson March 11, 2010 Page 2 Optional Resign -Stabilized Drop-off Drive • Gather and review data for stabilized drop-off. • Provide topographic survey of drive area. • Provide a geotechnical analysis for the stabilized drive and dry retention area. • Develop grading and geometric design. ^ Prepare civil construction plans which will include stabilized pavement, specifications, erosion control and related details. • Design stormwater management facilities and submit permit documentation. The services for the stabilized drop-off will be performed on a lump sum basis for $8,141.85. Based on past experience, if khe boardwalk impacts on jurisdictional lands are kept to a minimum, wetland mitigation should not be required. However, should mitigation be necessary, it was determined that the most favorable method would be to remove some of the spoil mounds left over from the ditch construction in the surrounding salt marsh and return those areas to natural grade. The following tasks represent what will be necessary to prepare plans and permit an area for restaration: Optional Design -Wetland Restoration • Conduct field reviews of proposed mitigation areas. ^ Provide wetland mitigation coordination with agencies. • Delineate the extent of the spoil areas. Provide a topographic survey of the mitigation area. ^ Develop a mitigation plan sheet and typical section. • Provide erosion control design. • Preparation of specification sections related to mitigation. • Preparation of construction cost estimates. • Provide an as-built survey for agency verification. ^ Conduct monitoring and maintenance of the restoration area for a period of 3 years. The services for developing wetland mitigation through restoration will be performed on a lump sum basis for $18,458.83. The basis for determining these fees limits the size of the area to one acre. It is not anticipated that a larger area will be necessary, if at all. However, should the agencies determine that there is a need to provide additional mitigation; the fees quoted for mitigation will need to be supplemented. It is anticipated that the following permit fees will apply: FDEPlACOE ERP Application Fee (Boardwalk only) $ 850 FDEP/ACOE ERP Application Fee (Drop-off Drive) $ 590 This proposal does not include any off-site design, retaining walls, utilities, traffic studies or analysis, or construction assistance. Based on the preliminary assessment, it was determined that a submerged land lease wiA not be required and any effort associated with securing one is not included. Monthly invoices, based on percentage of completion, will be due within 30 days of the invoice date. City Manager Rick Carper, Public Works Director Timmy Johnson, Recreation and Special Events Director BACKGROUND: The City Commission authorized staff to seek proposals from qualified engineers and planners to provide design, engineering, and permitting services for a boardwalk extension and kayak/canoe launch facility at the Tide Views Preserve. Staff advertised for qualified companies to submit statements of qualifications for consideration in providing these professional services. A total of nine (9) firms submitted qualifications for review. A review team of three individuals (David Thompson, Rick Carper, and Timmy Johnson) evaluated the qualifications independently. Each group member had been provided with one copy of the NOTICE FOR PLANNING / ENGINEERING/PERMITTING SERVICES GENERAL SUBMISSION INSTRUCTIONS RFP 10-03 (see attachment) which established the evaluation criteria, and each group member had one copy of all nine proposals. Each member ranked the proposals based on the individual application of the criteria. A consensus was quickly reached relative to the top three (3) proposals after it was determined that the first and second place selections had been unanimously selected by each team member independently from one another. Staff recommends that the City Commission accept the top three companies recommended by staff in order: 1. Bowen Civil Engineering, Inc. 2. England-Thims & Mills, Inc. 3. Applied Technology and Management Bowen Civil Engineering was the top-ranked firm for several reasons. Of the three major grading criteria (Project Team, Past Record, and Project Approach), they scored very high. Their Project Team qualifications were excellent, and they include team members who have successfully worked on similar projects in Atlantic Beach and in the immediate area. They were very familiar with the dynamics of the existing park, and their project approach provided some innovative ideas. AGENDA ITEM # 8D MARCH 22, 2010 BUDGET: Approval of the recommendation does not obligate funding. Approval of the recommendations empowers city staff to negotiate with the listed companies, consistent with state law, for obtaining professional services. The negotiated services must be brought back to the City Commission for review and approval. RECOMMENDATIONS: The evaluation team recommends the approval of the firms listed above, in order, relative to negotiating a contract for professional services. Staff seeks the authorization to negotiate with the top ranked firm to provide architecturaUengineering services for the design, engineering, and permitting for a boardwalk extension and kayak/canoe launch facility at Tide Views Preserve.
