Item 8EAGENDA ITEM # 8E MARCH 22, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Change Order No. 3 to TMDL Final Design Engineering Contract RFP 07-04 SUBMITTED BY: Donna Kaluzniak, Utility Direct DATE: March 12, 2010 BACKGROUND: J. Collins Engineering Associates, LLC (JCEA) has been working on the City's TMDL Final Design, which includes upgrades to Wastewater Treatment Plant #1 (WWTP #1), abandonment of Wastewater Treatment Plant #2 (Buccaneer -WWTP #2), and design of a force main to transfer flow from WWTP #2 to WWTP #1. As the treatment plant design has progressed, it appears that modifications to the sludge handling process may be warranted, and electrical cost savings may be possible by changing the configuration of treatment plant blowers. Blowers provide necessary air to both the treatment train and the sludge handling train at the plant, and comprise the largest electrical load (and cost). In addition, as flows to the plant increase, a more efficient method of sludge handling will be needed. The existing sludge drying beds are an antiquated method of solids dewatering. Analysis of the sludge handling system was not in the original scope of work. JCEA will evaluate the existing sludge processing system to determine if the sludge operations can be combined into fewer treatment tanks and/or reduce the number of blowers needed. Recommendations for future, more efficient sludge handling processes will be included as well. The cost for this additional analysis is $10,096. BUDGET: Funds for this change order are available in the Sewer Fund under account no. 410-5508- 535-6300. RECOMMENDATION: Approve Change Order No. 3 to J. Collins Engineering Associates, LLC contract for the City's Final Design for Wastewater and TMDL Compliance Program in the amount of $10,096 and authorize the City Manager to sign the change order. ("HDR"), dated March 23`d, 2009, ("Task Order No 5")which was assigned to J. Collins Engineering Associates, LLC. (JCEA) on October 19, 2009. JCEA shall perform services on the project described below as provided herein and in the Agreement. This Change Order shall not be binding until it has been properly executed by both OWNER and JCEA. Upon execution, this Change Order shall supplement Task Order No 5 as it pertains to the project described below. PROJECT NAME: City of Atlantic Beach - TMDL Improvements to WWTP#1, JCEA Project Number 09-105 PART 1.0 PROJECT PURPOSE: Evaluation of Future Sludge Management Alternatives -The original HDR scope of work included a Power Assessment/Evaluation of the generators and power sources. The current major source of energy consumption at WWTP# is blower equipment that provides aeration/treatment to the raw wastewater and sludge. There are currently nine blowers at the WWTP. At least four are dedicated to sludge treatment. The new scope of work would include an evaluation of the existing sludge handling facilities to determine if the sludge operations can be combined into fewer treatment tanks and eliminate the number of blowers utilized at WWTP#1. The reduction of the number of blowers would reduce energy costs. The sludge evaluation study was not included in the original scope of work. Part 2.0 SCOPE OF SERVICES: The scope of services includes: Evaluation of Future Sludge Management Alternatives: The scope is shown in Attachment A. PART 3.0 JCEA's COMPENSATION FOR SERVICES: 1. Compensation for Basic Services: Compensation for the services outlined above (Attachment A -Evaluation of Future Sludge Management Alternatives) shall be a lump sum amount in the amount of $10,095.96 (details are shown in Attachment B). FI 32223 904/262-4121 AGENDA ITEM # 8E MARCH 22, 2010 ATTACHMENT A City of Atlantic Beach Wastewater Treatment Plant #1 TMDL Improvements Contract Scope Addition: Evaluation of Future Sludge Management Alternatives The City of Atlantic Beach is upgrading Wastewater Treatment Plant #1. The work involves rerating the existing plant from 3.0 MGD to 3.5 MGD, and modifying the plant to enhance nitrogen removal. Wastewater flow to the plant will increase from approximately 1.8 MGD to 2.5 MGD when the City decommissions the Buccaneer WWTP and consolidates treatment operations at WWTP #1. Although wastewater flows to WWTP #1 are expected to increase slowly, the City has requested that the WWTP #1 be designed for abuild-out average day flow of 5.0 MGD. A conceptual plan for the 5.0 MGD facility layout is needed to ensure that the current improvement project is consistent with future site development. While the existing sludge management systems meet current needs, increasing flows to WWTP #1 along with the change in treatment process will challenge these systems and may not be reliable, especially during wet weather periods. An evaluation of the future sludge processing needs at WWTP #1 is proposed. The evaluation will include the following tasks: 1. Prepare a summary of the existing sludge management operations and facilities. 2. Determine the quantities of sludge that will be generated from the process under future design conditions. 3. Evaluate sludge management and disposal options. 4. Prepare recommendations for any system improvements required to meet near-term sludge processing needs. 5. Prepare a conceptual plan for sludge processing under future build-out conditions. 6. Preparation of a short technical report that outlines the findings and recommendations. This effort does not include design and drafting effort that may be included in the recommendations.
