MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, JUNE 9, 1969 AT
8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Mr. Rosborough.
Minutes of the meeting of May 26, 1969 were approved as written
upon motion of Mr. Longo, seconded by Mr. Rosborough and carried.
Mr. Howell recognized visitors present and called for any business
from the floor not on the Agenda.
Colonel James Moorhead asked if the water cut-off last week was
planned, and, if so, why weren't people notified. Mr. Vogel
advised that it was planned, but only anticipated it being off
one-half hour while they installed a valve on the new water line,
however did not anticipate it being off that long.
The Reverend William Jordan asked in reference to repairs to a
house he owns in the Donner Subdivision, if the Commission would
give him permission to make the repairs he wants to do. Mr.
Vogel stated that Mr. Hilliard advised him that the condition of
the house does not warrant spending money needed to make adequate
repairs and therefore he denied a permit. After discussion it
was agreed that Reverend Jordan would get with Mr. Hilliard to
determine necessary repairs in order to bring house up to standard
code.
A letter was read from Mr. George T. Hall, Jr. registering a com-
plaint as to the Auto wrecking and/or Junk yard next to Block 110,
Section H. The letter was referred to Mr. Vogel to handle or get
more information as do not know whether it was there prior to
zoning of that area.
A note of appreciation was read from Mrs. Frank Thompson.
A copy of Senate Bill #1105 was presented for information. Mr.
Howell advised that it provides that any consolidation of any
Urban Districts must be by a majority of those voting at a separate
referendum to be held in each Urban District affected.

One bid was received on the Tractor-Mower:
Quinn R. Barton Company $2, 086.00
There was a discussion in which it was brought out that this is
only water cooled engine in that size. Bids were sent out to all
dealers on our list. There is not quite enough in the Budget,
Public Works Park Department Account #1006, due to some unanticipated
purchases, however money is available in Capital Account #1012
(Park Improvements) for transfer. After further discussion Mr.
Longo moved the awarding of above bid to Quinn R. Barton Company
and that necessary amount be transferred from Account #1012 to
Account #1006, seconded by Mr. Rosborough and carried.
Mr. Gifford Grange advised he does not have plans completed on the
proposed apartment complex at the Corner of Mayport Road and Levy
Road, partly due to the fact that they reviewed the site and find
they were in error in thinking they could put in a first-class
apartment building at this location. He would not ask for a change
in zoning at this time but requested some type of tentative
approval if they come to Commission with plans and a commitment
for financing. There was further discussion in which it was
brought out that we do need medium priced apartments, and perhaps
this should be handled by the Planned Unit Development when and if
said Ordinance is passed. It was agreed we need to have more
definite plans and information before can take any action. We are
sympathetic with the need but not willing to commit ourselves at
this time. Mr. Grange advised it will not be a ":BUD" project.
The Public Works Department report was presented for information
and filing.
Police and Fire Department reports for month of May, 1969 and
Municipal Court dockets for May 26th and June 2nd, 1969 were
received for information and filing.
Resolution #69-8 covering Lot Cleaning for 1969 was presented and
read. Mr. Longo moved adoption of said Resolution, seconded by Mr.
Holloway and carried. Copy of Resolution #69-8 is attached to
these minutes and made a part hereof.
Mr. Vogel' s mileage bill in the amount of $41.00 and City Clerk' s
in amount of $20.00 were presented for approval. Mr. Longo moved
approval, seconded by Mr. Rosborough and carried.
Mr. Vogel advised we have an updated proposal from our Insurance
Company on hospitalization. It will mean an additional premium
of approximately $600.00 for remaining period of this year to
bring all employees up to $20.00 a day. After discussion it was
suggested that the matter be referred to a Committee. Mr. Howell
named Mr. Longo as Chairman of a Committee to study and he will
select his Committee. He asked Mr. Holloway and Mr. Rosborough to
serve with him on the Committee.

Mr. Vogel asked permission to have two street lights installed.
He has checked out the locations and they are needed. One will be
at 1505 Park Terrace East and one at 111 Saratoga Circle, South.
Mr. Holloway moved approval, seconded by Mr. Longo and carried.
Mr. Vogel requested approval on installation of the Air Conditioner
at the Fire and Police Station. It was an emergency and the cost was
more than he is authorized to spend. He got their approval by
'phone, but would like the official approval. Mr. Holloway moved
approval of expenditure on Air Conditioner at Public Safety Building,
seconded by Mr. Rosborough and carried.
Mr. Longo advised that he and Chief Stucki will have the list of
"blind corners" at next meeting.
Mr. Longo was asked to look into the Legislative Bill that was
being considered to increase the hazard insurance on police and
firemen from $10, 000.00 to $20, 000.00 and find out what the status
is.
There being no further business, Mayor Howell declared the meeting
adjourned.
