Bailey Commissioner Cazolyn Woods Call to Order/Pledge Mayor Borno called the meeting to order at 6:00 p.m. Mayor Borno gave the Invocation, followed by the Pledge of Allegiance to the Flag. Mayor Borno announced there was asign-up sheet on the back table and asked anyone who had any thoughts/input they would like to be contacted on as the City works on this project to please sign in. He further explained, being on the prevailing side, he called this Special Called Meeting after he was contacted by John November, so they could consider his suggestions. He stated the spokesman for each group here tonight wishing to speak before the Commission should fill out a blue slip. Mayor Borno requested a motion to reconsider the two items on the agenda. Motion: Reconsider Resolution No. 10-05 and Reconsider Authorization of Contract with Bowen Civil EnEineerina. Moved by Fletcher, Seconded by Woods. Votes: Aye: 5 - Borno, Daugherty, Fletcher, Parsons, Woods Nay: 0 - MOTION CARRIED 1. Reconsideration of Resolution No. 10-OS for assistance under the Florida Inland Navigation District (FIND) Waterways Assistance Program (for Tideviews Dock Extension/Boat Launch Phase II). Motion: Aaarove Resolution No. 10-05 for assistance under the Florida Inland Navigation District (FIND) Waterways Assistance Program (for Tideviews Dock Extension/Boat Launch Phase IIl Moved by Fletcher, Seconded by Parsons. Assistant City Manager David Thompson explained the reason for the short timeframe is that in order to file the application, the Resolution must be sent to Florida Inland Navigation District (FIND) in Jupiter, Florida by this Thursday. He clarified that they have not awarded a design contract so far so there is no design on this project right now, stating the design they saw previously was a concept put together by somebody during the RFQ process but does not mean March 29, 2010. REGULAR COMMI5SION MEETING Pace 2 that is what the design is going to look like. He explained other possible locations of the dock and the costs for the project. He stated FIND will refund 50% of the cost after a construction contract has been awarded, but if the City should decide not to build the dock, we are responsible for the $61,000 to Bowen Engineering for the design costs. Commissioner Daugherty asked if there is a cap on FIND's matching funds. Mr. Thompson stated if the project costs more, we would have to go back to them for approval. He stated FIND is not obligated for the matching funds until he gets the application in and they approve it. Mr. Thompson further explained options for where the City's matching funds could come from. Responding to a question from Commissioner Parsons, Mr. Thompson explained once FIND makes a final dollar amount approval in August or September, we could not go back for additional funding until next year's round of funding. He explained the process, stating FIND has a certain amount of money, they look at all of the various projects in the districts throughout the State to make sure they meet all of the criteria and evaluate each one. He stated the various entities requesting the money give presentations to FIND and then the Commissioners of the District make a decision. He stated our local Commissioner, Mike Mesiano, lives here in Atlantic Beach. Mr. Mesiano was in the audience and further explained the process. Mr. Thompson answered several questions from the Commission and reiterated that if we don't get approval from FIND, we don't get reimbursed the 50%. He stated there is no guarantee the grant will be successful. He stated one reason for this deadline is that we have to have permits in hand by the time FIND makes their final decision. He stated you can't get permits without design and engineering completed. He explained, typically, when you get a Phase I project that scored well enough and goes through, a Phase II project will go through and be approved, although there is nothing in writing that guarantees that, so there is some risk involved. He stated if we don't get the permits in time for this, it will not be funded for 2010-2011, in which case we would have to go back to the District the following year and ask for the construction money. Mayor Borno pointed out we would not have the Preserve if we had not applied for the FIND funds and although this is a chance we take, the odds are in our favor, in his opinion. Further discussion ensued, then the Mayor opened the floor to those in the audience who wanted to speak. John November, 647 Beach Avenue, spoke in favor of the project, stating it won't be seen as a launch point because it will be very difficult for people to wheel their Kayaks 800 yards out but rather will be a great landing where you can get out, sit and have lunch, etc. He stated he wants to make sure this project is functional, there continues to be public input and transparency, and it minimizes the impact on the viewscape. Lyman Fletcher, 804 East Coast Drive, urged the Commission to follow through and make this project happen. March 29, 2010 REGULAR COMMISSION MEETING Page 3 Edward Hogan, 9743 Saye Court, started Atlantic Beach is a strategic area for a water sports mecca and any investment in these marshes will bring more value to the community. Jeff Wfght, 83i Begonia Street, suggested, although this is a great project, we wait until next year because he believes there are more needed projects that the City should take Gaze of right now. He stated there is a unique opportunity of a waterfront lot for sale between Dutton Island and Tideviews that he suggested the City purchase for a park. He stated the asking price is $74,900. He further suggested speed bumps be put in on Main Street, add an island to block traffic on the north end and drop the speed limit to 20 mph to make it safer. Reuben Bennett, 1335 Rose/280 Camelia Street, gave a background report on the area. He stated there aze other options that are better for this project and believes the length of the proposed dock would make it difficult for people to carry fishing items/kayaks to the end of the dock.
