Item 4BAGENDA ITEM # 4B APRIL 12, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Continuing Contract for Professional Engineering Services SUBMITTED BY: Rick Carper, P.E., Public Works Director ~' Donna Kaluzniak, CEP, Public Utilities Director DATE: March 26, 2010 BACKGROUND: In order to expedite small to intermediate engineering and construction projects, staff advertised a Request for Proposals for a continuing contract with up to three engineering firms. It is in the City's best interest to have three engineering firms in order that multiple projects can be completed expeditiously, and to take advantage of a particular firm's ability to complete a specific size and type of project. These will be nonexclusive contracts for a period of three years, renewable for an additional two years, to provide for stormwater, roadway, water, wastewater or other Public Works or Public Utilities projects. The continuing contract will be used for projects with an estimated construction cost of $500,000 or less. Design fees under these contracts will not exceed $50,000, and any project design greater than $25,000 will require City Commission approval. Proposals from the following seventeen firms were received by the February 24, 2010 deadline: Applied Technology & Management, Inc. Ayers Associates Bowen Civil Engineering, Inc. Civil Services, Inc. Connelly & Wicker Inc. CPH Engineers DRMP Edwards Engineering Eisman & Russo England-Thims & Miller Greenhorne & O'Mara J. Collins Engineering Assocs. J. Lucas & Assocs. MACTEC RAM Professional Group WET Engineering Staff reviewed the proposals and ranked the firms on the following criteria: Past record of professional accomplishments; firms' professional qualifications and project team; staff availability and capability to meet deadlines; financial responsibility and insurance; Cost Estimating, Contract Administration and proximity. Fee schedules were requested and will be used during negotiations for specific projects. Fees were not used in the grading of the proposals. AGENDA ITEM # 4B APRIL 12, 2010 Staff has ranked the following three firms as those recommended for the continuing contracts: 1. Applied Technology & Management (ATM) 2. Connelly & Wicker 3. Bowen Civil Engineering Both Connelly & Wicker and Bowen Civil Engineering were Consultants under the previous General Engineering Services contract. The approval of the recommendation in this staff report will not commit any funding toward any project at this time. If and when fees and services have been agreed upon by the interested parties, then the matter will be brought back to the City Commission or City Manager, depending on cost, for review and approval. BUDGET: Funds for design services are or will be budgeted under specific projects or under the Professional Services (3100) line item for the appropriate accounts. RECOMMENDATION: Award continuing engineering services contracts to Applied Technology & Management, Connelly & Wicker, and Bowen Civil Engineering and authorize the City Manager to sign the contracts for the city.
