BACKGROUND: The property for Veterans Park was acquired by the City of Atlantic Beach
in 2000 in connection with the Mayport Flyover Project. Initial
improvements to the park were completed in 2003 and included
installation of a playground, grass and irrigation,. While various plans and
discussions were held about the possibility of additional improvements to
honor area veterans, funding has not been available.
A few months ago, City of Jacksonville Councilmember John Meserve
approached Atlantic Beach with an offer to provide grant funds for further
development of the park. This offer has since been confirmed by
Councilmember Art Graham. The Oceanside Rotary Club and several
veterans groups have also expressed an interest in providing funding.
Because of the interest from several organizations, it became clear that a
plan that included input from the funding organizations would be needed.
In December of 2009, the Atlantic Beach Commission approved a contract
for Tat Chan to provide the architectural and engineering services to
prepare such a plan.
Since that time, meetings have been held with several of the veteran's
organizations, the Oceanside Rotary Club and the city staff on January
14~', February 16`" and March 16~'. At the last meeting, the group
unanimously agreed to recommend to the Atlantic Beach Commission that
a plan be approved and the name of the park be changed.
The recommended plan includes both an initial phase for development and
a final phase. Improvements included in the final phase can be added on
an incremental basis as funding is available. The estimated cost of the
initial phase is $260,062. The estimated cost for the additional
developments for the final phase is $723,566. Members of this group
understand that the City of Atlantic Beach does not anticipate having
funding available for this park anytime in the near future.

The group also decided to recommend a change in the name of Veterans
Park. The recommended name is "Beaches Veterans Memorial Park".
Additionally, the "Veterans Garden" shown on the design which is located
adjacent to the American Legion property is recommended to be named
"Chaplains Memorial Garden" in honor of the 103 chaplains who lost their
lives while in combat.
BUDGET: No budget from the City is recommended at this time. It is anticipated
that the group of participating organizations would come back together in
the next few weeks to report on commitments that can be made from each.
A report will be made to the City Commission after those commitments
are tabulated.
RECOMMENDATION: 1) Approve the proposed plans for Veterans Park for both the Phase 1 and
final designs.
2) Approve the change of the name to "Beaches Veterans Memorial Park"
with the garden being named "Chaplains Memorial Garden".
