AGENDA ITEM: Proposed Change Order to Royal Palms Drainage Rehabilitation Project

BACKGROUND: At the July 27~' meeting, the Commission approved the award of a
contract to R.B. Baker Construction, Inc. for construction of the Royal Palms Drainage
Rehabilitation Project (PW0905) in the amount of $3,180,703 for the base bid and
selected additive alternates.
Based on more in-depth investigation of field conditions, Staff proposes the following
modification to the authorized Royal Palms Project:
Revoke authorization for Additive Alternative A -Cavalla Ditch Easement RCP -
$65,282, and redirect this funding to authorize completion of Additive Alternates B (Triton
Road Easement CIPP - $17,280) and C (Sabalo Road Easement CIPP - $45,312) and
allocating the remaining $2690 to contingency.
Justification: Field verification of conditions reveals that several of the houses along the
Triton and Sabalo side yard easements would be in danger of damage resulting from the
vibratory compacting required to install new storm piping by direct bury techniques.
Because of placement of houses on lots, the contractor is very concerned that
construction of either option will have significant potential for foundation damage to the
adjacent homes. Some of the houses show cracks in the block foundations already. In
addition to minimizing or eliminating risk of damage to these homes, lining the pipes will
save a significant number of mature trees, including hardwoods and Sabal palms.
The Triton Road Additive Alternative will line 184 LF of existing 24"x38" pipe in four side
yards rather than digging it up and installing new 24" pipe. Lining the existing pipe will
substantially reduce construction impacts to these residents.
Sabalo Easement - as designed (zig-zag, see plans), construction requires obtaining
revised easements from eight homeowners. Lining the existing 29"x45" pipe in these
side yards rather than digging it up and installing new 36" pipe will substantially reduce
impacts to eight residents.
R.B. Baker is currently pursuing a less expensive procedure for lining these pipes; if
successful, the costs for substituting these Additive Alternatives could be reduced
further.
The Additive Alternate A pipe in the Cavalla easement is corrugated metal pipe (CMP);
however video of the pipe shows most of it to be in good shape, with two joint leaks that
may need repaired in the future. Because of its isolation from the rest of the Royal
Palms drainage system, the repairs, when done, will make a good stand alone project.

RECOMMENDATION: Authorize the City Manager to execute a new Change Order
including the recommended changes to the R.B. Baker Construction contract.
BUDGET: This project is funded from the Stormwater Fund, Account No.
470-0000-538-6300 -with $257,067 encumbered as contingency funds in the Royal
Palms Drainage Rehabilitation Project (PW0905) budget. The total contract price with
this change order will remain $3,214,121.54, including contingency.
