Jim,
I went by here today and I would have to respectfully disagree. There may be room for cars to pass
but there are more considerations than this.
Here are a few:
1. Because of the new traffic pattern created with the Mayport Rd. improvements, 10th St. West has
become an arterial road for the Marsh Side neighborhood.
2. Traffic has increased on 10th Street.
3. Traffic can not move at the posted speed when cars are parked on the pavement.
4. Using Chief Classey's math, there is approximately 2' of space to be between the curbs on each
side and the 3 cars /trucks passing each other, barely sufficient, certainly not ample, and definitely
imposable with two cars parked and two cars traveling.
5. The lots are small, which creates a large number of driveway egress and ingress points.
6. Cars backing out of these driveways may have to back into the opposite lane to get past cars
parked on the pavement.
7. The visibility of these driveways and cars moving in and out of them are blocked by vehicles,
especially larger trucks parked in the street.
8. Visibility of oncoming traffic is impaired when cars are parked on the pavement, especially on both
sides.
9. More importantly visibility of children, other pedestrians and bicyclists is compromised.
10. Right around the corner on Orchid St. there are no parking on pavement signs. (it looks to be a
wider street width?)
11. People in the neighborhood are asking for our help.
12. These conditions are adversely affecting, their quality of life, safety and property values.
13. The homeowner's, of 75 10th St. West, intentions may be in earnest but no one can predict the
future, we must deal with the present conditions.
14. AB voted for district representation so there would be a more personal representation based on
life in the distinct areas of our city.
15. The district representative has specifically asked for the cities help with additional parking
restrictions along this corridor.
I think we as a city can do better than to simply say cars can pass and turn away. I would ask
that 10th Street is posted as "no parking on pavement", or at least on one side, to help resolve this
issue. Please let me know if this is something that must come before the commission for a vote. And
if so I would like to have it placed on the agenda for our next meeting.

Jim,
I went to West 10th Street on Friday. The road is 22'10" wide. Even with 2 vehicles parked, as in the
photo, there is still ample room for a fire truck, semi etc... to get through. Just for comparison, most
vehicles are less than 6 feet wide and a fire truck is $'4" wide.
I spoke with a resident on West 10th and he advised that commercial traffic has increased since the
flyover was built. He also stated that semi trucks are able to pass by without problem. My
understanding is that the residents in question only intend to stay for a month or two so they can fix
the home up. Then the plan is for them to move out and the owner wishes to rent the home to a Navy
family.
There is no public safety reason to make one side of the road no parking and therefore, I do not
recommend it.

I am sending this from my work email because I cannot attatch emails on my coati email.
This guy is way out of control
He told me and Sgt. Carlson that he would have these vehicles moved by this past Monday. I have recieved many
complaints.
Please send someone from code enforcement out there to correct this situation.
In addition I am attatching you a photo of what th street looks like with cars parked on each side. (currently legal) Because
of the limited left turns on Mayport road, 10th st W. has become a major point of ingress. I think we need to eliminate
public parking on the north side of the road in order to ensure a way for people to get though unimpeaded. Tractor trailers
occasionally have to go down this road as well to reach the businesses along mayport road south of 10th street and it is
impossible for them to get through if people are parking on both sides of the road.
