Item 7AAGENDA ITEM # 7A APRIL 26, 2010 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: AN ORDINANCE AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA FOR FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010. SUBMITTED BY: Ride Carper, P.E., Public Works Director DATE: April 20, 2010 BACKGROUND: At the request of residents, the City Commission has approved construction of a dog park on City-owned property at the Hopkins Creek pond site. Improvements to be made include an access control system to ensure only authorized use, fencing necessary to provide separate play areas for large and small dogs, a rinsing station for dogs who swim in the pond, benches and multiple doggy waste stations to help maintain park cleanliness and sanitation. The Atlantic Beach Dog Park Committee operating under the umbrella of the AB Public Arts Commission, Inc. (°ABPAC"), a 501(c)(3) organization, has agreed to be responsible for routine cleanup of the park and for future fund raising efforts to support rogular maintenance of and future improvements to the dog park. The City of Jacksonville has appropriated $15,000 in district funding through an interlocal agreement to partially finance improvements to this dog park. In addition, the City of Atlantic Beach is entering into an agreement with the Dog Park Committee / ABPAC to raise donations of approximately $5,800, of which $2,740 was already received by the City in 2008, for the initial improvements. This is a revision to the amount of funds noted in the first roading staff report, because of a request from the Dog Park Committee to use $1,200 to purchase commemorative T-shirts for sale at the planned Grand Opening Fund Raising event. The committee anticipates this amount, plus additional funds raised, will be transferred to the city after the Grand Opening. BUDGET: The General Fund revenue budget will be increased $20,800 by the various donor sources described above, and the dog park project expense budget in the Public Works Department will be increased by $20,800. The net effect to fund balance in the General Fund is $0. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve a!! budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day-today decisions affecting such budgetary systems require adjustments from time-to-time, and WHEREAS, the City anticipates entering into an interlocal agreement with the City of Jacksonville to receive $15,000 in district funding for partial assistance with the construction costs of improvements at the Atlantic Beach Dog Park, and WHEREAS, the City anticipates receiving approximately $~;ABA 5 800 in donations from the Atlantic Beach Dog Park Committee, which includes $2,740 of donations already received by the City towards this effort, and WHEREAS, the City intends to use these receipts to fund expenditures for the Atlantic Beach Dog Park project in a minimum amount of $20,580, not to exceed $~2;8AA 20 800, at this time. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY E?F ATLANTIC BEACH, FLORIDA, that; 1.
