The purpose of the supplemental work was to determine the depth and the allowable capacity of the 12-inch diameter composite wood/concrete pilings which support the existing wood deck. The results of our supplemental testing and evaluation are presented herein. General project information has been provided by Mr. Farzin Durabi (the home owner) and Mr. Nadeem Zebouni (the project structural engineer). No building construction plans or surveys have been provided to us at this time. Based upon our site observations and discussions, we understand that Mr. Durabi is considering modifying the oceanfront deck. The planned modification may include a one or two story deck enclosure. We understand that the FDEP will allow use of the existing foundation system as long as it capable of handling the current and future loadings, without the need for additional foundation elements. Otherwise, a new deep foundation system will be required to support the addition/enclosure. The owner/architect/structural engineer team are evaluating various deck enclosure options. It is the intent of the team to alleviate the need for a new deep foundation system by designing the enclosure so that the existing pile capacity will not be exceeded. AGES was retained to determine that pile configuration and determine the allowable compression pile capacity. The pile length was investigated by digging test pits adjacent to two of the piles located along the eastern edge of the existing deck. The test pits were excavated on November 1, 1999 using a large backhoe. The pits indicated pile lengths of 4 and 5 feet. The piles consisted of a 10-inch diameter wood pile embedded in a 12-inch diameter concrete pile. Allowable pile capacity was estimated using the Schmertman procedure. Using the pile configuration data obtained in this supplemental report and soil data obtained in previous reports, we have rated the allowable pile compression capacity at 2.5 tons. Uplift load and lateral load capacities are on the order of 0.5 tons, each. We appreciate the opportunity to be of service as the geotechnical consultant during this phase of your project. Also, under no circumstances shall there be any new or additional exterior lighting on the project. Therefore, the above work to the existing structure would not require a permit from this Department, as long as the proposed work is performed in accordance with the provisions of these referenced exemptions. The fence installer would have to have broken the line in order to place the post in it's present location. It is the usual practice for fence contractors to locate underground services before digging. After talking to Mr. Lee of A-] Fence Company, I do not believe his crew made any effort to locate the underground utilities on your property. Unfortunately the permit for the job was taken out by you as the property owner. The only legal obligation the City of Atlantic Beach has is to enforce the codes with the contractor of record. Since Mr. Lee's company is acting as a sub-contractor on this permit, I believe we have no way of enforcing any possible code violation.
