BACKGROUND: As part of the City's maintenance program, the ground and elevated storage
tanks at the City's water plants are inspected, rehabilitated and coated on a regular basis.
The City advertised for bids to repair and recoat the interior of the two 200,000 gallon ground storage
tanks and the exterior of the 100,000 gallon elevated tank at Water Plant No. 1, and the exterior of the
86,000 gallon standpipe tank at Water Plant No. 4.
Thirteen contractors attended the mandatory pre-bid meeting and three contractors submitted bids:
Gemstone, LLC TankRehab.com, LLC Utilit Service Co., Inc.

Total $141,680 $101,420 $128,920
The lowest responsive bidder was TankRehab.com, LLC in the amount of $101,420.
BUDGET: The budgeted amount for this project was $55,000. The ground storage tank budget was
based on the last project cost, which escalated, and since the time of budgeting additional repairs are
needed on the metal tanks. The remaining $46,420 is available in the Water Fund because the Well
2R project was significantly under budget and a budgeted SCADA project will not be needed as it
was solved with less expensive technology.
RECOMMENDATION: Award the Bid 0910-07 for Rehabilitation of Tanks at Water Plant Nos.
1 and 4 to TankRehab.com, LLC in the amount of $101,420.
