AGENDA ITEM: Request to Evaluate Feasibility of Adding a Second Canoe /Kayak
Launch Site to Dutton Island Preserve

BACKGROUND: Commissioner Daugherty requested Staff investigate whether an
additional launch point could be added next to the fishing pier on the north end of Dutton
Island Preserve.
After the Commission had approved selection of Bowen Civil Engineers (BCE) for
design of the planned boardwalk and launch facility at Tideviews Preserve, Staff
requested Randy Downing, the BCE Project Manager for Tideviews, review the feasibility
and anticipated costs for a slip type launch at this new site.
A preliminary evaluation was done of the site for both engineering constructability
and environmental impacts (Cara Connolly from Environmental Services, Inc.). They
concur that the proposed site is a feasible location for a beach slip launch. The project
should be permittable, since the construction would only stabilize the slope and not add
any major structure. After Environmental Resource Permits are obtained from the Army
Corps of Engineers and FDEP, the project would be constructed by maintaining the
existing slope, (so there won't be any dredging and filling). Next the slope would be cut
and backfilled with a geotextile cell material and coarse sand several feet beyond the low
and high tide elevations. Estimated cost for design and permitting, including survey, is
about $16,000. Depending on the size of launch area approved, construction costs
could be less than Engineering and Permitting. The site could support a stabilized area
up to 20-25 feet wide, which would be enough to launch several canoes/kayaks at one
time. No matter the size of the project, the permitting effort would require the same level
of effort. Using a conservative estimate, construction could cost as much as design and
permitting, yielding a total project cost of approximately $32,000. Depending on size of
launch, construction cost may actually be closer to $10-12,000, so total project cost
could be less.
BUDGET: There are no funds budgeted this year for launch construction. Because of the
dollar amount under consideration, Staff recommends this be discussed during the FY
2010-2011 budget workshops this summer.
RECOMMENDATION: None. For Commission review /discussion only.
