1st Quarter Report 2010
Highlights
The Police Department, along with all City Departments, has continued to prioritize its
efforts towards the Mayport Corridor Improvement Plan. We are in the process of
conducting a residential survey in the Mayport Corridor and Royal Palms areas. This will
provide valuable feedback on how we are doing and what issues or concerns are still
present.
Additional officers are receiving police cyclist training and two additional bikes have
been purchased. As the Community Oriented Policing (COPs) officers are deployed in
the Mayport Corridor and in Royal Palms, the new bike officers will be riding on the east
side of the city. Having officers on bikes is one mechanism to increase police-citizen
interactions and an excellent way to build and strengthen community partnerships.
City wide, there was a 42% decrease in all Part I crimes in the first quarter of 2010 as
compared to the same period in 2009. There was also a 28% reduction in auto accidents.
The Atlantic Beach Police Department continues to have an exceptional emergency
response time. The average emergency response time for the 1St quarter 2010 is 53
seconds.
Crime
Since the 2009 annual report was completed, additional information has become available
from the state. Atlantic Beach continues to have the lowest per capita crime rate in Duval
County and is also below the state average.

Further, Atlantic Beach has the highest clearance rate of any police department in the
county and is also above the state average. In other words, percentage wise, we solve
more cases and make more arrests.

Every type of Part I crime is down significantly when compared to the same period last
year. Overall, there was a 42% decrease from 143 to 83. While it is not expected that
crime will remain that low as the year progresses, it is certainly an encouraging start. It is
possible that the extremely cold winter was a factor in the large decrease.
Productivity
Calls for service increased 8% from the same period in 2009. Arrests were down from the
preceding year, but that would be expected and is correlated to the decrease in crime.
Traffic citations were up significantly from 2009, but still down from 2008. Auto
accidents have decreased significantly from 61 to 44 or 28%.
The Crime Suppression Unit (CSU) continues to be very productive in combating the
vice crimes. The crack cocaine they have seized so far this year had an estimated street
value of almost $20,000. One recent search warrant they executed resulted in 7 physical
arrests with a total of 10 charges. They are having some larger cases prosecuted federally,
which results in longer sentences and no possibility of parole. They have made 17
prostitution arrests, which includes both men and women. The CSU is conducting alcohol
compliance checks on almost a monthly basis and this has resulted in 3 arrests for the sale
of alcohol to minors.
Animal Control had an 18% increase in the number of calls. Citations are down slightly
from 85 to 71 for the first quarter. Their schedule was previously changed, which affords
7 days per week coverage.
Personnel
Currently the Police Department has two vacancies for police officer and applicants are
being processed for those positions. There is also one open Emergency Communications
Operator position. The rest of the department is fully staffed.

The Department is deeply committed to providing quality training to all its employees. In
the first quarter of 2010, employees have attended or are scheduled to attend training in
the following topics.
• Leadership/Supervision -multiple classes
• Computer training in Microsoft Office
• Field Training Officer
• Dispatch Field Training Officer
• Animal Control Certification
• Interviews and Interrogations
• Police Cyclist
• Property and Evidence Room Management
• Instructor Certification
Advanced training keeps employees current and on the cutting edge of Public Safety
techniques, trends and strategies. The Department believes a better trained employee
results in the delivery of a higher quality of service. The above list does not include
classes taken by the employees who are enrolled in various college degree programs. We
have one officer receiving her Bachelors Degree in Criminal Justice this summer.
