Board Member Review Committee Meeting
September 16, 2009
Call to order
The meeting was called to order by Mayor Pro Tem Mike Borno at 5:00 pm. Those in
attendance were Chairman and Mayor Pro Tem Mike Borno, City Manager Jim Hanson,
Member Glen Fisher, Police Pension Board of Trustees Chairman Dale Hatfield, Community
Development Board Chairman Chris Lambertson, Finance Director Nelson Van Liere,
Community Development Director Sonya Doerr and City Clerk Donna Bartle.
1. Approval of the minutes of the Board Member Review Committee meeting of July 9,
2009.
Motion: Approve minutes of the Board Member Review Committee meeting of July 9,
2009.
Moved by Fisher, seconded by Hanson
Motion carried unanimously
2. Discuss/review possible reappointment of current members of the Police Pension
Board of Trustees whose terms are expiring in 2009. (2 upcoming vacancies)
A. John Wolfel (term expiring on October 11, 2009)
B. Bob Sternfeld (term expiring on December 31, 2009)
Mayor Pro Tem Borno advised there are two terms expiring and both members are interested in
reappointment. He explained there is one new candidate to consider if needed. The Committee
discussed the attendance record of both members as well as their contributions to the Board.
Motion: Recommend reappointing John Wolfel and Bob Sternfeld to serve on the Police
Pension Board of Trustees for an additional term.

Motion carried unanimously
3. Discuss/review possible reappointment of current members of the Community
Development Board whose terms are expiring on December 31, 2009. (4 upcoming
vacancies)
A. Christopher "Blaine" Adams
B. Ellen Glasser
C. David Boyer
D. Kirk Hansen
Mayor Pro Tem Borno advised there are four terms expiring and those members should be
reviewed for possible reappointment. The Committee discussed the attendance record of the
members as well as their contributions to the Board.

Motion: Recommend reappointing Christopher "Blaine" Adams, Ellen Glasser and Kirk
Hansen to serve on the Community Development Board for an additional term.
Moved by Fisher, seconded by Hanson
Motion carried unanimously
Mayor Pro Tem Borno advised there is still one vacancy to address on the Community
Development Board and referred the Committee to the Applicants listing provided in the agenda
packet. The Committee agreed that Mr. Boyer's replacement should be a person with a similar
technical background. The Committee discussed the applicants.
Motion: Recommend appointing Harleston Parkes to serve as a new member on the
Community Development Board for atwo-year term beginning January 1, 2010.
Moved by Fisher, seconded by Hanson
Motion carried unanimously
The Committee discussed whether to recommend an alternate choice for the City Commission to
consider. The Committee did not have an additional recommendation at this time and since the
term expirations are three months away the Committee believed they have enough time to wait,
meet again, and conduct interviews if needed. It was explained that the extra time would also
allow additional applications to come in for consideration.
Motion: Hold off on an additional recommendation to allow time for interviews if needed.

4. Other Business
A. Set agenda for next meeting
It was pointed out that Chairman Mike Borno's term on the Committee will be expiring in two
months. The Committee did not set a date or an agenda for the next meeting.
