AGENDA ITEM: Installation of Permanent Lighting at Oceanside Rotary Skate Park

BACKGROUND: Since 2007, the city has rented portable light towers for periodic night
events in the Skate Park. These events have frequently been well attended, with an
average of 18 skaters and average rental costs of about $500 per year for the five or so
night events held each year.
The Oceanside Rotary Club has pledged $12,500 to support the installation of a permanent
lighting system for the Skate Park. Oceanside Rotary was the key contributor and
supporter for the construction of the Skate Park, resulting in the park being named for the
club.
Staff has obtained three quotes from reputable firms for installation of the lighting systems. The
lowest quote is from Miller Electric Company for $15,325.00 (quote dated April 5, 2010 -
good for 30 days, have requested confirmation of price). Additional quotes are from
Limbaugh Electric ($21,164.50) and Musco Lighting ($25,950).
Support for more frequent or nightly skating events will result in significantly increased overtime
costs for the Parks Maintenance Division, unless other city resources (i.e., on duty Police
Officers) are used for periodic monitoring and closing of the park at night. Intent is that
the park will operate until 10 PM on nights when skating is authorized, which is the same
time lights on the baseball fields and tennis courts are extinguished. Actual operating
schedule as far as number of nights opened per week has not been determined.
RECOMMENDATION: Commission approve acceptance of the grant from the Oceanside
Rotary Club for installation of permanent lighting. Additionally, authorize the City
Manager to transfer the remaining $2825 required for installation from available Parks
Division accounts to complete the installation.
BUDGET: The lighting installation discussed in this report is not funded. If approved, a
budget modification ordinance will be required to allocate funding for this project.

We are pleased to submit our proposal to furnish all labor and material necessary to provide the Electrical
Installation in the City of Atlantic Beach located at 1200 Sandpiper Lane, Atlantic Beach, Florida in accordance
with the following specification.
Provide and install two (2) 30 foot OA type II concrete poles with bull horns and three (3)
MHXLT6100MT 1000 watt Metal Halide sports-liter fixtures per pole (or equivalent). Poles to be
installed on each side of the park in order to aim the fixtures into the bowls property. Provide and
install a new 200 amp, 2-phase, 240 volt service on the pole adjacent to the lighting circuits as needed; the
existing service to be removed. Provide and install in '/." inch PVC conduit and #10 THHN copper
conductors a feed for the new poles. The lights will be timer controlled at the electrical service pole. All
fencing in the area will be removed by COAB, if necessary for access with bucket truck/equipment. Utilities
to located by contractor. Repairs to existing utilities such as water lines and irrigation etc. to be made by
COAB.
Our price for this work is in the amount $15,325.00. Proposal reflects nominal working hours, Monday through
Friday, 7:00 A.M. - 3:30 P.M.
